Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

About the Job:
The Senior Environmental Manager provides expertise in the areas of developing, coordinating and implementing the various programs within the industrial waste section. They also provide technical support to public, state and federal offices and industries; researches complex issues and provides guidance to staff and regulated communities; and provides administrative support within the section. They may also facilitate or conduct complex inspections or site investigations.

This job requries travel to all parts of Indiana. This position will be stationed at the Indianapolis Office, IGCN.
A Day in the Life:
The essential functions of this role are as follows:

• Provides environmental compliance expertise by interpreting laws, regulations and guidelines in the area of waste management and provides technical and regulatory assistance to the public, staff, and industry;
• develops and coordinates existing and new programs within the section and modifies existing state programs to adapt to changes in legislation, policy, or internal priorities;
• assigns work of lower-level staff members and prepares a schedule of inspections;
• reviews and evaluates 150+ documents a year, generated within the section for accuracy, consistency, and conformance with laws, regulations, and standard operating procedures, and provides guidance and assistance to lower-level staff members during this review process.
• oversees quality control for section by conducting oversight inspections with inspectors;
• conducts inspections and/or investigations that are more complex in nature and prepares accurate and detailed reports;
• acts as a contact person with other agencies;
• trains new and existing staff members on protocol, procedures, and regulations
• writes, develops, and revises policies, guidance, and standard operating procedures relevant to the section;
• represents section on interoffice workgroups;
• performs all other duties as assigned.

What You'll Need for Success:
• A minimum of a baccalaureate degree in environmental science, environmental policy or a related area, plus extensive related experience;
• high level of proficiency with Microsoft Office software;
• thorough knowledge of waste management, and the ability to apply these principles as they relate to industrial waste;
• thorough knowledge of the sciences (chemistry, biology, physics) as they relate to industrial waste;
• thorough knowledge of federal and state regulations as they apply to industrial waste and the ability to interpret and apply these in a variety of conditions and situations;
• ability to think critically and in an analytical manner;
• extensive experience conducting environmental inspections;
• ability to effectively interact with local, state and federal groups and government representatives;
• ability to establish and maintain effective working relationships with staff and deal tactfully with a variety of individuals including members of the public, members of the regulated community, and representatives from city, state and federal governments;
• ability to communicate effectively orally and in writing;
• ability to author documents in a clear and concise manner with minimal typographical and grammatical errors
• ability to develop and implement programs, define procedures, and prepare schedules to accomplish set objectives within established deadlines;
• ability to coordinate a work unit, reviewing and evaluating technical reports and data of staff;
• ability to work well both independently and in a group;
• dependability.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
