We are the Washington State Department of Natural Resources (DNR), and we are looking for a leader with good people skills and a strong background in forest land management to be the Black Hills District Manager in South Puget Sound Region. This position is responsible for all upland management activities on approximately 110,000 acres of trust lands managed by the DNR in the Black Hills District, including the following duties: * Representing the Department's interests to private operators, business, governmental officials, and the public where there is involvement in complex, sensitive issues affecting the District; * Providing input and recommending action on project proposals influencing state trust lands; * Supervising / having responsibility for a total of 20 permanent and non-permanent professional staff including hiring, training, and disciplinary action; * Responsible for all field operations in the District including: * Local government coordination, public outreach and communications. * Managing the District timber sale staff to achieve a timber sale cut of approximately 57.9 million board feet of timber annually and the administration of approximately 8-10 timber sales annually. * Managing the District recreation staff in the construction and maintenance of public use sites, maintaining 4 overnight campgrounds, 3 day-use facilities, and 158 miles of public use trails. * Managing the District engineering staff to ensure all existing and newly constructed roads are maintained and built to Forest Practice Standards. * Accountable to achieve all RMAP engineering, land management, asset management, silviculture, and other program deliverables / standards in the district, while planning and coordinating with appropriate region program leads. Responsibilities: As the Black Hills District Manager for state lands programs, this position is responsible for activities on state forest trust land within the District including: * Plan, lead, organize, and manage the workload performed by District staff to ensure all deliverables are met, while being respectful of the environmental, economic, and social authorizing environments in which we operate. Insure all activities are compliant with all laws and regulations and all agency policies, procedures, and guidelines. * Ensure staff resource allocations are appropriately managed as budgeted and to accomplish deliverables and assignments. Key deliverables are making the district timber sales cut to achieve region volume deliverables, achieving 100% free to grow status in regenerated stands, achieving 100% silvicultural prescriptions in LRM by quarter, and achieving region quarterly volume targets. Work with the Management Forester to balance region volume deliverable by trust and quarterly target. Work to collaboratively achieve silviculture deliverables across the state lands in the region. Deal with highly sensitive resource issues. Work collaboratively with agencies, tribes, environmental groups, industry, local government, media and the general public. Provide key leadership for the Capitol Forest Recreation program. * Supervision: Enhance the effectiveness of employees through timely evaluations. Provide professional developmental opportunities and training that will enhance district staff personal and professional growth in preparation for their professional career goals. Mentor staff and provide a positive working environment where people are respected and valued professionally. Maintain and develop positive and effective supervisory relationships, with direct reports and staff, including completing evaluations, responding appropriately to disciplinary situations, representing and supporting staff to resolve conflicts, and handling routine personnel issues. Make decisions for balancing career development with production obligations. * Plan, lead, organize, and control the work performed by the organization. Assure appropriate and optimum use of the organization's resources. Maintain the highest standards of professional/personal and ethical conduct and support the State's goals for a diverse workforce. Support staff, representing region and staff interests, concerns, and issues at the region and state level. Work collaboratively with the South Puget Sound Region Management team to achieve common goals and positive results. * Support effective and positive communication throughout the organization. Provide input involving policy decisions on state lands forest management. Provide recommendations regarding issues involving state lands management. Act as the key liaison between the region and programs for which you are responsible and the public. Work to collaboratively share staff and resources between state lands units, recognizing there are no hard district geographic lines and we must work together to achieve the deliverables as a region. Work to ensure this message is communicated to your staff and they understand the message is about team and success as a whole, not as individuals. * Work to resolve sensitive resource issues with a variety of partners. Develop and foster collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions. Represent the Department's interests when interacting with private operators, purchasers, businesses, governmental officials, and the public where there is involvement in sensitive, complex issues in the Region or Agency. Required Qualifications: * Bachelor of Science in forestry, or a natural resource or science field including 4 years of natural resource work experience; OR Two year Associate degree in an environmental or natural resource field including 6 years of natural resource work experience. * Experience: * Fundamental forest management and engineering principles and methods * Fundamental logging principles and methods * Supervising full-time, permanent staff * Knowledge of decision makers, stakeholders, special interest groups, agencies, and other organizations whichare critical to the success of recreation and trust land management * Facilitation, collaboration, negotiation and conflict resolution * Landscape planning and ecosystem management * Working knowledge of current Washington State forest practice rules * Competencies: * Effective communications * Demonstrates high level of ethics and integrity * Effective relationship-building skills * Tact and diplomacy * Integrate and direct the output of managers and supervisors in a collaborative manner * Negotiate solutions to complex issues * Exercise independent judgment * Must be at least 18 years of age at the time of hire. * Ability to work on uneven terrain in all weather conditions. * The incumbent in this position is required to travel. * A valid driver's license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates may be asked to provide a driving record from all states in which they have held a license during the past three years.
