Chemours is seeking an Environmental Consultant to join our growing Utilities and Environmental Services team! This position will report directly to the Operations Manager at our Parkersburg, WV location.

The Environmental Site Air Consultant is responsible to provide strategic leadership and program management for focused Air related environmental program(s) assigned to ensure compliance with federal, state, and local environmental regulations, corporate policies, standards and guidelines, and site-specific requirements. The Air Consultant will provide general environmental support for air, water, waste, and other environmental regulatory and internal program requirements

The responsibilities of the position include, but are not limited to, the following:
  • Provide technical guidance, expertise, and leadership as a site environmental resource for, at minimum, air related issues and concerns affecting Chemours Washington Works.
  • Provide program management for the site Leak Detection and Repair (LDAR) Program, including legal interpretation and practical guidance, on all federal and state required rules.
    • Provide training materials for LDAR program training and maintain current educational materials for the training group on-site to use to support any LDAR programs the site participates in.
  • Provide back up operations support on Clean Water Act, NPDES and Clean Air Act permits, Spill Prevention Controls and Countermeasures (SPCC), Storm Water Pollution Prevention and Best Management, groundwater protection
  • Provide guidance and fully support compliance efforts by Operations to demonstrate adherence:
    • Clean Air Act requirements,
    • New Source Review requirements,
    • New Source Performance Standards requirements,
    • National Emission Standards for Hazardous Air Pollutants requirements,
    • Applicable MACT Standard requirements for all applicable and potentially applicable standards,
    • Guide and participate in the application and renewal process for Title V operating permits, construction or modification permits or permit determinations.
      • Develop and maintain a good relationship with the regulatory agency and it's personnel.
      • Advise, guide, and participate in the generation of air operating permits, in the calculation of emissions inventories, air emission reduction initiatives, and other associated air program requirements
  • Prepare required reporting to federal, state and local agencies, including SARA 312/313, Both Title V annual and semi-annual compliance demonstration requirements, preparation of the Air Emissions Inventory, preparation and submission of the Greenhouse Gas inventory, Hazardous Waste requirements reporting, and provide site data for the Corporate Responsibility Commitment.


  • Participate in audits or other interactions with federal and state environmental agencies and respond to requests or notifications from environmental agencies


  • Preparation and participate in negotiation of permit applications and renewals.
    • Drive practical enforceability for permit terms and translate permit requirements into practical terms for Operations.
  • Complete environmental regulation applicability determinations and document the determination for future reference.
  • Drive compliance activities with respect to regulatory and corporate requirements, routine, and non-routine activities such as environmental impact assessments of operations projects or process changes
    • Participate in Corporate focus groups on regulatory impacts of proposed and promulgated rules.
  • Drive accountability daily, for Corporate goals established and translate those goals into practical potential actions for the Operations group.
  • Lead and/or participate in investigation of environmental incidents, implement system improvements to reduce potential for future events
  • Lead and participate in 1st party environmental audits, ISO 14001 EMS audits and site(s) 2nd party environmental audits
    • Participation in Corporate level audit programs is expected as being part of the Environmental Staff of one of the major plant sites for Chemours.


The following is required for this role:
  • BS in a technical discipline preferably in chemical engineering, or a Scientific discipline preferably in chemistry, geology, or environmental science, or related discipline.
  • Minimum of 5 - 7 years of work experience in an environmental capacity within the manufacturing industry
  • Experience with air regulations and compliance requirements at an operating facility.
  • Experience with RCMS and ISO 14001 requirements on operating facilities.
  • Experience involving training in Root Cause Failure Investigation for environmental events.


The following is preferred for this role:
  • Demonstrated functional/technical expertise/capabilities and experience in other environmental competencies such as air and water regulatory compliance, waste management, including associated permitting
  • Experience with Leak Detection and Repair (LDAR) Program management with exposure to both federal and state rules required.
  • Experience in various Environmental related reporting (SARA 312, 313, Air Emission Inventory, CERCLA, NPDES, DMR, and MACT compliance submissions)
  • Experience in preparation of Waste Characteristic evaluations for off-site waste disposal
  • Experience in the development/preparation of air permits (Minor NSR and Title V)
  • Environmental regulatory knowledge in air, water & solid/hazardous waste
  • Experience influencing/negotiating with others at various levels of the organization and with regulatory agencies
