Bureau of Reclamation Program Analyst (Maintenance) in Folsom , California
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst (Maintenance). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Folsom, California Responsibilities Serves as the Area Office technical expert in maintenance management activity coordination, including responsibility for continuous evaluation of existing maintenance practices and procedures and making recommendations for improvements. -Assures that sufficient data from analytical studies is provided for the coordination, development, and execution of the preventive maintenance program. -Analyzes and interprets data relating to resource utilization and equipment status; maintains and updates a work order tracking and control system. -Coordinates with all facility supervisors and facility engineers to develop and maintain a 5-year Maintenance Program Plan and Annual Work Plans for all CCAO facilities -Assists in developing and monitoring the O&M budget. Makes informal presentations to management on the maintenance program accomplishments, improvements, and costs. -%). Serves as the MAXIMO Coordinator for the Central California Area Office. Responsible for system setup and configuration, insertion and deletion of labor records, and coordination between MAXIMO and TAAS . -Schedules work listed in the Annual Work Plans for all CCAO facilities. Develops and maintains a work backlog control system to measure and report on work in planning, work that is ready for scheduling, and work requiring outages. -Performs special studies in support of CCAO. The work includes complete coordination of the study with affected offices and the development and execution of special training programs. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience participating in studies (business procedures, program, operational, etc.) or evaluations for compliance of power operation or facility preventative maintenance program requirements and providing of findings and recommendations to resolve problems or improve program operations; experience using computerized maintenance management programs, compiling data from multiple automation programs, validating and reporting findings for use toward process improvements or program planning. D. or equivalent doctoral degree; OR three years of progressively higher education leading to a Ph.D. degree OR LL.M. if related. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience designing and conducting comprehensive studies concerning the efficiency and effectiveness of maintenance program operations; developing new methods to measure program accomplishments, and/or effectiveness; negotiating with management to accept and/or implement recommendations that involve agency resources, changes in established procedures, or conflicts with the desires of the organization and performing analysis of financial data to provide budget support and execution analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
