The Environmental Manager is responsible for managing all regulated environmental functions within the facility and will provide environmental reporting, ensuring Regulatory compliance at the HAECO Lake City Facility. This position will represent the Company and act as liaison with governmental agencies and representatives and track, approve and audit programs for the disposal of hazardous and universal waste. Manage the operation of the waste water pretreatment system ensuring compliance with all applicable Federal, State, and local regulations.

RESPONSIBILITIES:

  • Investigate all hazardous material spills to determine root cause and work with facility management to implement corrective action to prevent reoccurrence.
  • Confer with Corporate EHS Management to implement environmental programs as needed in accordance with HAECO and EPA requirements.
  • Conduct periodic and scheduled facility environmental inspections as necessary.
  • Confer with private, city, state, and federal agencies to ensure compliance of the HAECO environmental program.
  • Draft environmental related correspondence, policy and procedures.
  • Write and distribute environmental related topics to be reviewed at crew meetings.
  • Maintain all record keeping procedures for all EPA required documentation.
  • Monitor the effectiveness of the environmental training programs and adjust the programs to ensure compliance with all regulatory requirements.
  • Review technical journals, reports, and environmental related material, forwarding information to facility managers and appropriate department heads for review.
  • Serve on the Emergency Response Team and serve as Alternate Emergency Coordinator.
  • Manage the Waste Water Pretreatment Operator process and monitor functions.
  • Audit all Environmental Compliance Reports before they are submitted.
  • Supervise the collection and disposal of Hazardous and Universal Wastes.
  • Accomplish all required EPA Permits and reports including but not limited to:
    • Air emissions permit
    • Industrial wastewater pretreatment permit
    • Industrial Waste Water Discharge
    • Hazardous waste permit
    • Toxic and hazardous emissions inventory report
    • Tier II community right to know report
    • Groundwater remediation post closure permit
    • Above Ground Storage Tanks
  • In conjunction with the Air Emissions Permit; screen all chemicals added to the HAECO Lake City inventory and establish hazardous materials codes; determine which chemicals contain volatile organic compounds (VOCs) and calculate VOC factors for each unit.
  • Maintain a database of all chemical products in the HAECO Lake City inventory that require an MSDS.
  • Maintain an updated file of Material Safety Data sheets for all chemical products in the HAECO Lake City inventory.
  • Approve the purchase of all new chemicals; approve all proposed chemical purchases for need, disposal requirements, and compliance with Clean Air Act Standards.
  • Direct the disposal of or discontinue the use of chemicals that are no longer needed.
  • Represent HAECO with the Local Emergency Planning commission.
  • Maintain copies of Air Emissions Standards, Environmental Compliance Reference, and Regulated chemicals list.
  • Develop and maintain the HAECO Contingency Plans; implement, and review proactive programs designed to foresee and respond to environmental accidents.
  • Develop and accomplish routine audits to identify and correct non-compliance conditions.
  • Support training programs to raise environmental awareness to employees.
  • Routinely review State, Federal and Local regulations to insure that the HAECO Lake City is in compliance with all applicable laws and regulations.
  • Develop and implement procedures to ensure that new systems do not introduce environmental and or safety risks (new chemical, process flow, equipment, etc.)
  • Work with private consulting engineers, and/or governmental officials for the purpose of explaining standards, gaining compliance to standards and providing technical assistance.
  • Respond to emergencies during regular work schedule and on/off-shift times by cell phone.
  • Perform other duties as assigned.


  • MINIMUM:
  • Duties require the equivalent of a four-year college degree in Environmental Engineering, Industrial Engineering, Chemical Engineering or a related area and Five (5) to seven (7) years progressively responsible experience OR the equivalent combination of education and experience.
  • Must possess knowledge of Federal, State and Local regulations and their impact/application pertaining to the responsibilities of this position and a thorough working knowledge of EPA regulations.
  • Advanced computer skills including typical office software.
  • Must have excellent written and oral communication skills, including the ability to read, write and understand the English language.
  • Visual Acuity must be a minimum of 20/40 corrected.
  • In addition to above, must within 12 months have or obtain RCRA 40 hour State specific Hazardous Waste Management Training in accordance with 40 CFR265.16 and maintain annual recertification.
  • Must carry out company policies and programs.
  • Requires dealing with persons at all levels within the company and outside the company on matters requiring explanation, discussion, persuasion, and obtaining approvals.
  • Must be able to plan own work and to use professional knowledge to evaluate and interpret job requirements, guided by standard or accepted practice.
