Primary Responsibilities

HDR currently has an opening for a Hydropower Regulatory Specialist to join our Pacific Northwest team. This is a critical client support position with potential for growth.

This position will support delivery of HDR's regulatory and FERC licensing services for hydropower projects regionally and nationally. The candidate shall be able to provide project management support and coordination and function as a task/study lead manager on larger, complex projects.

We are looking for a candidate that is team oriented, client focused, and flexible. This person will be a core member of our Federal Energy Regulatory (FERC) regulatory team and may support other environmental permitting efforts as needed. Our team members are strategic advisors and technical reviewers, coordinating all technical and regulatory components of the licensing process for consistency with overall project strategy and client needs. Activities include preparation for, and participation in, regulatory agency and public meetings/hearings as required by the various permit/approval processes primarily related to hydropower licensing and relicensing projects, as well as client coordination, agency consultation, and follow-up. The ideal candidate is detail-oriented and skilled at working within and coordinating large technical teams to deliver timely and polished technical and regulatory documents.

An ideal candidate will have experience with federal, state and local permitting. Experience with FERC hydropower licensing is preferred. A candidate with demonstrated experience with multi-disciplinary teams and projects, superior technical writing, a strong attention to detail, and an ability to embrace change with enthusiasm and humor will thrive in this position. Strong communication skills and ability to work with staff and subconsultants in multiple office locations are necessary.

Knowledge of the hydropower industry is preferred.

Candidates may need to travel for specific project assignments.

Qualifications Required Qualifications

Master's degree in environmental science, planning, public policy, natural resource management, hydrology, engineering, recreation planning, wildlife ecology, or related field is strongly preferred.BA/BS degree will be considered with demonstrated power-industry and regulatory/permitting experience at equivalent level.5+ years of relevant experience in environmental permitting, land use/legal/regulatory analysis, and project/team management experience is desired.
