POSITION INFORMATION: Responsible for planning and conducting environmental health and safety activities to include but not limited to monitoring of facilities, identification of potential hazards, developing training programs to eliminate or minimize hazards, and preparing reports and applications for certification for environmental health and safety activities. ESSENTIAL DUTIES: * Budget Development. Develops and maintains budgets for the University Environmental Health and Safety Offices. * Personnel Supervision. Supervises Environmental Health and Safety Officer-Tulsa, Environmental Health and Safety Officer-Norman, and the OUHSC Environmental Health and Safety Office support staff. Selects, trains, delegates tasks, and conducts performance appraisals. Oversees the development and maintenance of data management systems. Oversees the preparation and filing of reports such as wastewater discharge permits, air quality permits, storm water discharge permits, and others as necessary. * Policy Development. Develops University policies and programs consistent with environmental and occupational health and safety rules and regulations. May include those promulgated by the Federal Occupational Safety and Health Administration (OSHA), the Federal Environmental Protection Agency (EPA), the Oklahoma State Department of Environmental Quality, the Oklahoma State Department of Labor, and applicable regulations under the Department of Transportation. * Program Development. Develops and presents safety and other related training programs including online Hazard Communication, Laboratory Safety, Blood borne Pathogen, Tuberculosis, etc. Provides training and technical assistance to supervisory personnel, etc. upon request. Serves as the University Biological Safety Officer, and in conjunction with the Institutional Biosafety Committees, develops and maintains an appropriate biological safety program. * Inspection. Conducts compliance inspections and monitors facilities for occupational and environmental health and safety compliance, identifies actual or potential hazards, and provides recommendations to correct problems. * Liaison. Acts as the liaison between regulatory agencies and appropriate administrative/department heads and coordinators. Provides information or technical assistance to departments so that departmental compliance may be accomplished. Acts as the liaison with the appropriate regulatory agencies. * Program Coordination. Serves as the Health Sciences Center Campus Safety Coordinator for the Oklahoma Department of Labor requirements. Provides technical assistance and reports compliance status. Serves as the coordinator for OUHSC and OU-Tulsa asbestos program. Oversees the inspection of buildings, and the Operations and Maintenance program. Coordinates with outside asbestos contractors. * Information Maintenance. Maintains current information regarding legislative and regulatory activities in order to advise the administration regarding regulatory compliance needs. Oversees compliance activities for the OUHSC Title V permit, the OUHSC Spill Prevention Control and Countermeasure Plan, underground storage tanks, above ground storage tanks, PCBs, lead in drinking water, radon, asbestos, biological safety cabinets, and other environmental programs as needed. Perform or oversee necessary sample collection associated with environmental compliance, such as wastewater discharge, asbestos, hazardous waste, etc. Coordinate routine on-site inspections and sample collection activities when requested by regulatory agencies. * As Needed. Performs various duties as needed to successfully fulfill the function of the position. Education: Master's Degree in Environmental Health, Industrial Hygiene, or Occupational Health and Safety Experience: 24 months of experience in an Environmental Health or closely related field Equivalency: Will also accept Bachelor's Degree and an additional 48 months of related experience in lieu of Master's Degree Skills: * Read and understand complex written materials such as blueprints, metrics or technical manuals * Detail oriented for accuracy of data and information * Highly organized and able to handle multiple projects and deadlines * Must be able to read and interpret policy as well as State and Federal regulations * Able to effectively evaluate projects/programs and produce comprehensive reports * Composition and proofreading skills * Some technical writing experience
