Under minimal supervision the Senior Manager, Environmental, Health and Safety (EH&S) is responsible for managing the development, planning, implementation, and coordination of environmental compliance, occupational health and safety programs. This role develops in house policies, procedures, and training programs related to the scope of the department. Monitors compliance with all related federal, state, and local regulations and handles all contact with promulgating government agencies and inspectors. Direct supervision of assigned staff in the Environmental, Health & Safety (EHS) Department. Management of Safety Committee, Ergonomic Programs and other EH&S Programs.

ESSENTIAL FUNCTIONS
    • Responsible for EPA, APCD, OSHA, DEH, Fire and DTSC for permitting and hazardous waste compliance
    • Manage the collection, storage, and compliance reporting for all hazardous waste activities
    • Manage the hazardous waste paperwork including manifests, training documentation, Source Reduction plan, Excluded Recyclable Materials Reporting and land bans for generated hazardous waste
    • Responsible for regulatory permitting for applicable generators, air tanks, Elevators and boilers on site. Review other processes that may require APCD, EPA, Fire or OSHA permits
    • Responsible for regulatory permitting for applicable wastewater discharges to sewer and storm water outfalls
    • Manages company recycling and land diversion programs, Storm Water systems and implementation of Best Management Practices
    • Prepare and manage applicable training for all employees in areas related to above
    • Review and prepare OSHA 300 logs and perform employee accident and near-miss investigations and follow-up
    • Manage worker compensation cases in collaboration with Human Resources Department
    • Manage industrial hygiene monitoring as required for hazards of concern (e.g. formaldehyde, dichloromethane, noise).
    • Manage all EHS documentation and present to management in summary form
    • Interface with various government agencies on a frequent basis to anticipate compliance issues with federal, state and local regulations and interpretations
    • Manage written programs and inspections including but not limited to Injury and Illness Prevention Plan, Hazard Communication Program, Biosafety Management Plan, Chemical Hygiene Plan, Respirator Protection Program, Emergency Action Plan (manages emergency response team), Energy Control Program, Ergonomic Program, Spill prevention control and countermeasures program, Source Reduction Program, And other written programs required by EHS regulations, and act as subject matter expert for EH&S projects
    • Manage Material Safety Data Sheets/Safety Data Sheet systems and author new Safety Data Sheets as needed
    • Manage Hazardous Materials Business Plan, Medical Waste Management Plan and Community Right-to-know requirements.
    • Oversees Risk Management and Business and Continuity.
    • Manage First Aid, CPR, AED, DOT, Forklift, Annual Safety, New Hire Orientation and HAZWOPER training and associated programs
    • Manages performance of staff towards department and Company goals, including but not limited to feedback on performance, appraisals, recommendations for merit increases or necessary disciplinary actions, communication to employees on performance
    • Carries out duties in compliance with established business policies
    • Perform other duties & projects as assigned


EDUCATION / EXPERIENCE
    • Bachelor's degree in Environmental and Occupational Health, Engineering, or Life Science, related field or equivalent
    • Master's degree in Environmental and Occupational Health, Engineering, or Life Science, related field or equivalent preferred
    • Eight to ten years of related experience required with emphasis on biohazard and Electro Static discharge safety, preferably in medical, biotech, or pharmaceutical industry. At least two years of supervisory role required
    • Professional certification such as CHMM, CIH, or CSP required
    • Current certification in HAZWOPER required
    • Current certification in CPR and First Aid preferred


KNOWLEDGE / SKILLS
    • Working knowledge of applicable federal, state and local laws and regulations related to environmental, health and safety.
    • Excellent experience with word processing, spreadsheet software and PowerPoint presentation software.
    • Knowledgeable of federal and other regulations, e.g. QSR's, ISO 14001, ISO 13485, CMDR, OHSAS 18001
    • Demonstrates commitment to the development, implementation and effectiveness of Quidel Quality Management System per ISO, FDA, and other regulatory agencies
    • Understands and is aware of the quality consequences which may occur from the improper performance of their specific job. Has awareness of device defects that may occur in their area of responsibility, including product design, verification and validation, manufacturing and testing activities
