Duties SummaryDIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.Responsibilities
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf (OCS) Regional Director, Environmental Analysis Section in Camarillo, CA.At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Prepares and reviews programmatic and project-specific socio-economic impact analyses and documents under the National Environmental Policy Act (NEPA).
2. Tracks and keeps abreast of economic factors and trends in the offshore energy industry, such as supply chain implications, electricity markets, financing, tax incentives, renewable energy credits, construction costs, power purchase agreements, to create realistic development scenarios.
3. Recommends and reviews statements of work and draft reports for the annual Regional Studies Plan by either, a) Federal agency research, or b) contract/cooperative studies.
4. Accepts responsibility for the entire procurement cycle for assigned study procurements, including initial study design and refinement.
5. Coordinates with multiple parties and stakeholders, and other Federal and state agencies, including fisheries management agencies, and fishery resource user groups (e.g., commercial and recreational fishermen).
The BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.Salary InformationGS-11: $73,827-$95,980 per annumGS-12: $88,488-$115,039 per annumGS-13: $105,224-$136,791 per annum

GS-11:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:1) Summarizing available analyses for natural resource management;
2) Applying knowledge of socio-economic data collection methodologies and sources; and
3) Writing on technical matters in clear, non-technical language suitable to the public.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
Combination of education and experience: appropriate combination of education and experience that totals 100%. Note: Only graduate level education in excess of the first two years (36 semester hours) may be applied toward the combination at this level.GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service.
