DESCRIPTION:

This is a professional position in the Environmental Health Division of the Department of Health (DOH) in Collier County. This is primarily a field-based position that is responsible for conducting inspections of Onsite Treatment Sewage and Disposal Systems (OSTDS) and Mobile Home Parks (MHP) to ensure the safety and health of the general public in Collier County. The duties of this position require the incumbent to be able to be relied upon to work independently and manage their time in order to meet deadlines. This position is responsible for performing inspections, data entry, reporting, record keeping, providing education and completing these tasks in accordance with Florida Statutes, Florida Administrative Code, and Department policies. This position works under the supervision of the Environmental Supervisor II and is headquartered in Naples.

REQUIREMENTS:

A bachelor's degree from an U.S. accredited college or university with a minimum of 30 credit hours in a related science field (Environmental Health, Environmental Science or a Physical or Biological Science) is required. A valid Florida driver's license and reliable transportation are required. This position requires that the incumbent can lift 50 pounds and be able to move freely around construction sites and undeveloped property in high heat and humid conditions. This position spends most of the day outdoors in Southwest Florida during peak heat hours year-round, bugs and high humidity are encountered daily. American Heart Association cardiopulmonary resuscitation certification (CPR) required. Certification in OSTDS is required by Florida Statute 381.0101. Certification must be obtained within six months of hire and recertification every two years as required.

Incumbent is expected to work beyond the normal workday in the event of a disaster or as needed.

Emergency duty required of the incumbent includes working in special needs shelters; or performing other emergency duties including, but not limited to, responses threats involving any disaster or threat of disaster, man-made or natural.

MAJOR DUTIES AND RESPONSIBILITIES:

•Conducts field OSTDS inspections, ensuring compliance with environmental health rules and regulations as outlined in Chapter 64E-6, F.A.C. and Florida Statute 381. These inspections will occur as called in for OSTDS "construction" permits, annually for OSTDS "service" providers and annually for "operating" permits. Inspections will be done to ensure compliance with 64E-6 F.A.C. "Operating" inspections will be done to ensure adherence to the original permitted conditions. All inspections also include appropriate interaction and education with clients and the general public.

•Maintains records of all inspections and site visits performed by entering them into the Environmental Health Database (EHD) and by submitting all completed inspection reports to supervisor by the following workday. Maintains records and files associated with assigned facilities including but not limited to, inspections, reports and correspondence. All job activities (hours worked, and services performed) must be recorded in accordance with DHP 50-21, into HMS (Health Management System) by the end of the next business day.

•Conducts field MHP inspections, ensuring compliance with environmental health rules and regulations as outlined in Chapter 64E-15, F.A.C and Chapter 513 Florida Statutes. These inspections will occur semi-annually or more frequently if necessary and will be done to maintain a clean drinking water supply, sufficient sewage disposal and keep the possible occurrence of vector-borne disease at a minimum.

•Performs site evaluations for OSTDS according to environmental health rules and regulations as outlined in Chapter 64E-6 F.A.C. and the DOH Basic Soils Training Manual.

•Investigates sanitary nuisance complaints within two business days and assists with enforcement actions. Maintains records of all activities that occur with a sanitary nuisance file by keeping a file and by entering the information into the Environmental Health Database (EHD).

•Performs other related duties as required.

KNOWLEDGE SKILLS AND ABILITIES DEEMED ESSENTIAL TO THIS POSITION:

•Knowledge of Florida Administrative Codes and Florida Statutes related to the duties of the position.

•Knowledge of septic system components and functionality.

•Skill in the use of computer and Microsoft applications such as Word, Excel, Access, and Environmental Health Database (EHD) or comparable programs.

•Ability to establish and maintain effective working relationships with co-workers and clients.

•Skill in the use of equipment relating to OSTDS inspections (soil auger, laser level, sharpshooter shovel, soil probe, and other equipment as needed).

•Skill and ability to use a Munsell Color Chart to determine soil characteristics.

•Ability to perform field work, write reports, and prepare legal notices when necessary.

•Ability to prepare and present information to educate clients, the general public, and community partners.

•Must be able to lift 50 pounds and must be able to move freely around inspection sites, schools, bars, etc., and work outside in high heat and humid conditions.

•Demonstrated ability to work effectively with minimal supervision.

•Ability to utilize continuous quality improvement techniques and tools to increase efficiency and enhance programmatic outcomes.
