Job Title: MEL Advisor, Global Food & Resilience

Department/Location: SEAD

Reports To: Project Director

Type: Regular Part-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview:

IBTCI seeks a Monitoring Evaluation, Learning Advisor for the Monitoring and Evaluation Support Services proposal for USAID's Bureau of Resilience and Food Security (RFS). The purpose of the project is to provide ongoing technical consultancy services to the RFS bureau for building the M&E capacity of its staff.

This position is contingent upon award. Security clearance at the "Facility Access" level will be required after the award of the Task Order. Evidence of security clearance at the time of the proposal is preferred.

Essential Duties/Tasks and Responsibilities:
  • Lead activities related to monitoring and evaluation, including the design and development of surveys, assessments, analytical reports, and evaluations.
  • Help craft, review and edit Scopes of Work for evaluations.
  • Carry out desk review of reporting requirements, indicators, data collection methods, and modalities for sharing and using MERL information.
  • Identify MERL knowledge and skills gaps among USAID staff and implementing partners and make recommendations to address these gaps.
  • Conduct MERL trainings for USAID staff and implementing partners.
  • Build capacity of USAID staff to produce and coordinate annual and Congressional reporting, ensure data entry and validation, and identify data quality challenges.
  • Conduct analyses in partnership with USAID staff.
  • Conduct data triangulation and other secondary analysis methods in partnership with USAID staff.
  • Facilitate workshops with key stakeholders to review findings and develop recommendations and action plans.
  • Where appropriate, upload data and reports to the DDL and DEC.
  • Other duties as assigned.


Minimum Requirements:
  • At least ten (10) years' relevant progressive experience in Monitoring, Evaluation, Reporting, and Learning (MERL).
  • At least five (5) years' experience working in monitoring and evaluation related to USAID-funded programming.
  • Demonstrated ability to explain and portray complex data sets in easy-to-understand formats, including visualization.
  • Oral and written fluency in English required.


Education: A graduate degree in agriculture, economics, clinical social work, nutrition, public health, international development, monitoring and evaluation or a related field.

Preferred Knowledge, Skills and Abilities:
  • Development and oversight of monitoring, evaluation, and learning systems for clients preferred.
  • Security clearance preferred.
  • French, Spanish, Portuguese language skills a plus.


Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does has supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
