Position Overview

Assists the Director of Alternative Fuel and Resource Recovery to evaluate the operation of Ash Grove's hazardous waste fuel operations, including both human and physical resources, hazardous waste derived fuel (HWDF) storage, treatment and handling systems. This position must assist the plants in ensuring compliance with all applicable environmental, health and safety regulations and adherence to planned function on a continuing basis. Must communicate any identified deviations to management, make recommendations for resolution and provide assistance in completing any required updates. This position is also responsible for providing training to waste fuels operational staff and must provide support and direction in planning and maintaining relationship with local emergency response officials.

Works from general Corporate policies and objectives. Receives guidance and direction from the Director of Alternative Fuels and Resource Recovery. Refers to the Vice President Environmental Affairs, the Vice President of Manufacturing Midwest, or Vice President Technical Services when clarification, interpretation or technical advice is required.

Key Responsibilities (Essential Duties and Functions)

  • Provides support for technical and regulatory issues related to waste fuels logistics and operations at the plants.
  • Develops and institutes technical support involving customer service, to provide budgeted volumes of HWDF to Ash Grove and to maximize tipping fees.
  • Provides recommendations and ensures full support is given to the Waste Fuel Managers at the plants to achieve "zero defects" in environmental, health and safety compliance. Develops and provides support in needed revisions to standard operating procedures related to waste fuel handling and sampling practices at the plants.
  • Provides recommendations and ensures support is given to the Waste Fuel, Safety and Environmental Managers at the plants to ensure plant personnel associated with HWDF work safely. Provides plant staff training as required by the RCRA permits.
  • Coordinates communications and activities between Ash Grove and our WDF supplier to promote and maintain a positive team oriented relationship.
  • Reviews and makes recommendations, as necessary, to update plant RCRA contingency, training, emergency preparedness, RCRA closure/post closure and waste analysis plans. Communicates recommended changes, etc. to the Vice President of Environmental Affairs.
  • Review emissions monitoring data acquisition systems and continuous monitoring equipment requirements and procedures and audits internal conformance with procedures and regulatory requirements. Assist in troubleshooting of all continuous monitoring systems and associated equipment.
  • Provides support for Environmental Affairs missions related to all aspects of EH&S regulations at the plants (e.g., RCRA, CAA, CWA, CERCLA, SARA, MSHA, OSHA). Assists with internal compliance audits and records review.
  • Performs other job related duties as assigned by the Director of Alternative Fuels and Resource Recovery. Responds to information requests by Corporate staff and plant personnel.


Other Requirements

  • Extensive knowledge of state and federal regulations regarding procedures for acceptance, treatment, handling and storage of hazardous waste fuels.
  • Organization, written and oral communication, problem solving, decision making, and computer skills.
  • Ability to effectively coordinate and manage diverse activities simultaneously and develop cohesive work teams.
  • Knowledge of process control logic, data acquisition systems, continuous monitoring systems, and stack testing procedures, with demonstrated ability to coach others on proper operations and maintenance of same.
  • Must be able to perform complex evaluations independently in order to provide recommendation to management.


Experience

  • At least five years of management experience in cement related industry or equivalent operations level, experience with hazardous waste treatment, storage and disposal facility operations is highly desirable.


Education

  • Bachelors degree in chemistry, physics, environmental science, engineering, or related degree required.
  • Graduate course work in chemistry, environmental science, law, or engineering is desired.
  • Proficiency with Microsoft Word and Excel are essential; Ability to communicate clearly is essential and must demonstrate ability and comfort with presenting and training large groups.
