Job Responsibilities/Duties
The Environmental Specialist provides complex technical support to the Tank Operating Contractor (TOC) associated with environmental permitting.
The focal areas for the position include permitting of radiological, criteria, and toxic air emissions and wastewater discharges in support of compliance with local, Washington State, and federal regulations.
Applies sound professional judgment on work product with the ability to work in a team environment in support of project and organizational needs.
Prepare and deliver environmental presentations, training, and perform compliance and/or specialty assessments as requested; prepare technical documents, calculations, and produce models in support of air permitting as required to perform the duties of the position.
Participate in regulatory determinations, analysis, and strategy development by staying abreast of new and changing regulations and interpretations.
Supports environmental permitting and compliance, provides environmental services to projects and operations, supports environmental regulatory interactions, and supports overall development and review of environmental procedures and standards.
May develop procedure(s); author/own program plans within the area of responsibility as applicable.
Interfaces and participates with peers, colleagues, other site contractors, regulators, DOE, and other stakeholders.
Performs other duties as delegated/assigned by manager commensurate with training and qualifications.
Required Qualifications
Bachelors (BA/BS) Degree in Environmental Science, Science, Engineering, or related discipline and a minimum of 7 years relevant experience, or an equivalent combination of education and/or experience.
Desired Qualifications
-Chemical or environmental engineering degree and/or PE license is preferred.
-Written communication skills as evidenced by award of thesis-based graduate degree is desirable.
-Working knowledge of air and water environmental regulations, permits, compliance, and modeling techniques (e.g., AERMOD, CAP-88).
-Working knowledge of radiological hazardous (mixed) waste environmental standards and permitting is highly desirable.
-Strong math and calculation skills.
-Ability to apply or develop software-based tools (e.g. Excel, Access) to calculate/manipulate large datasets.
-Past experience in working with government agencies such as DOE, the State of Washington Department of Ecology, Washington State Department of Health, and the United States Environmental Protection Agency).
