Position Summary The Manager of Environmental Affairs (EA) will, under the direction from the Vice President - Planning and Development, be responsible for administering environmental compliance for MAC owned facilities at the Minneapolis-St. Paul International Airport and the six reliever airports. The position is responsible for reviewing and monitoring compliance for tenant leasehold spaces. The Manager will be the key liaison with regulatory agencies, airlines and reliever airport commercial tenants regarding environmental matters for the MAC. This role requires close coordination with MAC Field Maintenance, Trades and other key departments as it relates to compliance activities. The Manager will assist in the planning, directing and coordinating of environmental activities at all MAC airports. As Manager of Environmental Affairs, this person has opportunities to create leadership in MAC's sustainability efforts, coordinating closely with the Sustainability Manager and other divisions, and directing EA staff and consultants as it relates to Air Quality, Water Quality, Waste Management, etc. to make progress towards MAC's adopted sustainability goals. The Manager will direct consultants in the preparation of reports, documents and conceptual cost estimates when needed, and identify priorities and timing for project placement in the capital improvement program. In addition, this position will be the primary department liaison with the MAC Commercial Management and Airline Affairs Department, Reliever Airports, and the Airport Development Department for development proposals at all seven airports. This position will work closely with all Division staff and assist the Vice President with budgeting and project programming for the EA business unit. Administration * Administer environmental compliance programs and management of water, soils, waste and air quality programs at the MAC airports. * Complete and/or supervise the submission of compliance reports within required timelines, such as MAC's greenhouse gas reporting, monthly stormwater monitoring reports, and soil management reports. * Lead discussions with partner agencies for permitting and permit negotiations, and be responsible for managing MCES industrial waste permits, DNR water appropriations permits, hazardous waste licenses, MDH monitoring well permits, and multiple MPCA permits. * Coordinate and maintain all required environmental plans, spill prevention plans, pollution prevention plans, soil management plans, etc. * Supervise the required compliance inspections for MAC tenants and assist with tenant environmental concerns. * Oversee MAC's glycol recovery/management program, and coordinate with Airport Development for the annual system and tank inspection and cleaning. * Direct oversight and responsibility for MAC's participation in the ACI Carbon Accreditation (ACA) Program and MAC's Carbon Management Plan. * Participate and assist in environmental review processes for facility development. * Participate and assist in environmental issues associated with airport fueling systems. * Participate and assist as necessary in long-term plans/master plans and airport layout plans. * Direct oversight and responsibility for environmental compliance consultants, assigning work, developing project scopes and fees, reviewing/approving consultant invoices. * Create presentations and hold projects team meetings with stakeholders, MAC staff, airlines airport tenants and consultants as necessary to review environmental projects or concerns and keep them updated and informed. * Demonstrate creativity, foresight, and mature judgment in anticipating and solving unpredictable problems. * Maintain working knowledge of federal, state and local environmental laws, rules and regulations, and remain current on trends in airport environmental issues and the aviation industry. * Other duties as assigned. Collaboration * Collaborate with other departments on airfield and tenant environmental issues and best management practices. Hold regular meetings with department leadership to keep informed, track issues, and maintain an open dialogue. * Ensure EA staff coordinates with MSP Field Maintenance on the operation and maintenance of the MSP storm water retention ponds, including any inspections and cleaning. * Ensure EA staff collaborates closely with the Reliever Airport Department staff to coordinate inspections and timing, ensuring good relationships are maintained and Reliever staff is involved with environmental issues. * Lead the communication efforts with regular correspondence to airport tenants and MSP co-permittees; when broader communications are required, join forces with the Strategy and Stakeholder Engagement staff for public outreach strategies, processes and meetings; notices; project newsletters; and/or presentation materials. * Coordinate with Airport Development staff to provide input on environmental projects that belong in the Capital Improvement Program. * Work closely with the Commercial Management and Airline Affairs Department to review opportunities for concessions-related sustainability efforts at MSP and any environmental concerns with non-aeronautical development at MSP and at the Relievers. * Act as a resource for other MAC departments and airport tenants. Serve as a technical specialist for various assignments and tasks relating to but not limited to environmental compliance. Planning and Development * Participate as a member of the Planning and Development management leadership team. * Participate in the development of the annual capital improvements program to ensure short and long term planning priorities are addressed. * Participate in the Division's implementation of relevant elements of the MAC Sustainable Management Plan. * Understand and review updates or changes to EPA or MPCA documents related to environmental requirements and guidelines. * Research opportunities for environmental related grant programs and make recommendations for participation. * Provide effective credible representation of the division's activities to the public, airport users, airport tenants, consultants, and when necessary, the committee structure of the Commission. * Incorporate the goals, objectives and operating philosophy of the Commission into the management of daily activities. * Participate in the selection of consultants for environmental compliance work in accordance with the Commission's Consultants' Selection and Use Policy, including preparation and/or review of requests for qualification statements from interested consulting firms, participate in the review of qualification statements and interviews, and make recommendations to the Vice President - Planning and Development. * Lead and coordinate the environmental compliance continuing consultant annual performance reviews. * Facilitate effective working relationships among division employees, and between the EA Business Unit and other MAC departments, consultants and other agencies.
