Closing: 07/17/2021 Salary: $48,152 - 77,043 USD Annually Job Summary: A key professional team member within the Community Development Department to provide first point of contact for developers, citizens and professionals seeking information on the planning process and answers to specific land use questions in the City of Largo. This is professional planning work in the overall City planning program. Employees exercise independent judgment within established guidelines based on legal requirements and departmental or City policy. Position reports to the Planning Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES: All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay. Leadership * Demonstrates an understanding and reflection of the City's mission, vision, and values and a commitment to achieve organizational goals aligned with the City's strategic plan * Champions a high performance work culture that encourages and embraces new ideas, develops individuals and welcomes and encourages diverse perspectives * Articulates strategic and innovative thinking and provides clarity to deliver superior services * Approaches the job with enthusiasm and curiosity to promote a solutions-oriented work culture Management * Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities * Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance Technical * Works on long range projects under the guidance of a program planner in the Division * Self initiates data and research projects * Serves as Planner on Call to provide answers to land use and planning questions from the general public, professionals and members of the building trades * Performs research; collects and analyzes data for use in the City's Comprehensive Plan and Comprehensive Development Code; prepares comprehensive reports and projects from the basis of such data * Presents hardship reliefs, future land use map amendments, and other related planning cases * Assists with the coordination and review of small- and full-scale site plan proposals under the guidance of a program planner * Attends regional planning-related subcommittee meetings to represent the City of Largo Development Review * Conducts site plan reviews of new development proposals; coordinating with professionals in other City departments, meeting with members of the professional development community, including engineers, architects, realtors and landscape architects * Drafts resolutions and ordinances in support of staff recommendations on land use matters, analyzes requests for land use changes and develops staff recommendations to City Planning Board and City Commission; interprets City land use policies and Development Code requirements for citizens and members of the business community * Serves as Alternate Planner on Call * Serves as urban design resource within the City's development review process and develops urban design solutions to specific site plan review issues * Participates in various committees of the Pinellas County Metropolitan Planning Organization (MPO) for Transportation and other regional planning groups Strategic Plan Implementation Planner * Provides technical support for the ongoing implementation of the City of Largo's long-range plans through researching community issues, collecting and analyzing data, and presenting recommendations to staff, government officials, and citizens * Develops and administers appropriate long-range plan implementation strategies, including coordinating inter-departmental staff participation, conducting community outreach, drafting resolutions and ordinances, and preparing and presenting policy recommendations * Represents the City of Largo on regional planning groups charged with planning and transportation initiatives * Drafts materials, i.e. resolutions, ordinances, and reports to be used in local presentations and public hearings * Assists in planning-related data collection and analysis for other City departments and agencies, as required * Prepares reports, memos, and ordinances for the Planning Board and the City Commission meetings * Maintains case files for new developments within the City of Largo * Participates in various assigned projects such as Emergency Management planning, Transportation planning, Neighborhood planning, and processing of annexations * May represent department on various committees * Prepares project related correspondence and makes necessary public contacts Team Skills * Supports honest and transparent decision-making * Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments * Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as required. EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description. MINIMUM QUALIFICATIONS Education and Experience: * Bachelor's Degree in Planning or closely related field and two (2) years of progressively responsible planning related experience, including any land management and regulation related work experience, planning internships and school studio projects, or equivalency of education and experience * Valid Driver's License * If a candidate cannot be identified with both a Bachelor's Degree and related experience, those with a requisite combination of suitable education and experience may be considered Knowledge, Skills, and Abilities: * Knowledge of basic planning and land use principles required, as is a willingness to learn how to apply these concepts to planning and development issues * Knowledge of the principles and practices of City planning, transportation and site planning, land development regulation, urban design, historic preservation, statistical, and other research techniques * Ability to maintain effective working relationships with City employees, government officials and other City staff * Excellent communications skills both verbally and in writing * Ability to meet the public and answer procedural questions relating to departmental operations * As Planner on Call must have the ability to research, handle conflict, propose options/alternatives, update supervisor and manage issue/question to resolution * Excellent computer skills including proficiency in business software such as word, spreadsheet, database, etc. WORK ENVIRONMENT & PHYSICAL REQUIREMENTS Work Environment: 90% inside a climate controlled building; 10% outside which includes driving. Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, grasping, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; with occasional bending/stooping, reaching, and lifting/carrying objects weighing up to 44 pounds. On rare occasions the work requires climbing, crawling, kneeling, pulling, and pushing. Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone and while giving formal presentations to groups. Seeing: Ability to see and read computer monitor screens, operate a vehicle, distinguish different colors on a map, and read fine and/or normal print. Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License. Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, geographic information systems (GIS), calculators and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
