Learn more about this agency Responsibilities * Identifies and analyzes individual and organization skill or knowledge deficiencies and developmental needs in Fire and Aviation Management by on-site evaluation. * Plans and administers a diverse range of aviation field and program operations with complicating variables by serving in a variety of aviation and fire incident management assignments. * Addresses critical trends or situations that require correction. * Develops Interagency, Regional, Interregional and local Aviation Management curriculum, courses and training materials. * Develops course objectives, including instructional and performance objectives, prepares and develops course content and format. * Plans instructional aids and test measurements or designs them as needed for course and student evaluation' and makes short and long-range updates and changes in course packages as necessary to maintain validity and currency. * Supervises one or more detailers to accomplish administrative tasks, i.e., preparing materials for distribution, developing audio-visual aids, instructions, etc. * Makes lesson assignments specifies timelines, reviews training material, evaluates instructor effectiveness and recommends appropriate changes of instructional method. * Coordinates educational efforts for stable and established programs or projects. Serves as coordinator for Interagency, Regional and Interregional Fire and/or Aviation Management courses and workshops. * Coordinates educational efforts for stable and established programs or projects. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results. * Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period. * Minimum of 90 days of wildland firefighting experience is required. * Willing to live/work in remote locations (volatile/unpredictable). * Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination. * There may be additional Conditions of Employment not listed here, however applicants will be notified of any specific requirements at the time a tentative job offer is made. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirements: For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7); OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university. Examples of Specialized Experience are: Providing instruction on a variety of topics in fire and aviation safety. Performing various technical duties that involve a diverse range of aviation field and program operations with complicating variables by serving in a variety of aviation and fire incident management assignments. For the GS-10 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: Applying the technical methods, practices, and procedures of fire and/or aviation operations as well as management practices, agency policies and programs, to execute complete conventional projects or oversee day-to-day operations of field-based projects for fire and aviation. Coordinating and assisting in the development of fire/aviation training and instructional curriculum. Assisting in completing administrative responsibilities such as training reports, student evaluations, and certification of trainee successful completion of training. For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: Developing, planning and coordinating fire/aviation training and instructional curriculum. Developing course objectives, including instructional and performance objectives, and prepared and developed course content and format. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SELECTIVE PLACEMENT FACTORS: A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
