Safety & Occupational Health Analyst

Kūpono Government Services LLC is looking for a qualified Safety & Occupational Health Analyst to support our contract with MDA Teams.

Description of Responsibilities

The successful candidate will have advanced experience in job hazard, risk assessment and other analytical techniques sufficient to identify and evaluate program areas involving high risk, new or revised operations, hazardous materials, and other adverse conditions. The successful candidate will support the Missile Defense Agency (MDA) Safety Office, tasks include:

Support Development, Implementation and execution of safety and occupational health (SOH) policies and procedures for programs across the Agency. Maintain Safety Records
Review documents to verify compliance with Safety Policies and requirements.
Implement MDA and DoD SOH Policy

Support Safety Audits to verify implementation of, and compliance with, MDA safety policies.
Support SOH Inspections and verify compliance with directives, including: OSHA; 29 CFR 1910, General Industry, 29 CFR 1926, Construction, and 29 CFR 1904, Recordkeeping.
National Fire Codes (NFPA).
American National Standards Institute (ANSI).
Environmental Protection Agency (EPA).
OSHA 29 CFR 1915, Occupational Safety and Health Standards for Shipyard Employment.
OSHA 29 CFR 1917, Marine Terminals.
Service and MDA core standards.

Provide support to the assembly, storage, transportation, and testing of consolidated missile activities. Tasks associated with this activity include: Supporting quarterly safety stand down days, which includes participating in discussions and presenting briefings when required.
Supporting consolidated missile safety council meetings and training. Prepare agenda and minutes.
Coordinating ordnance moves with Airport Authority and developing associated documentation.

Support hazard identification and reporting initiatives, hazard abatement, and hazard analysis.
Support accident investigation, reporting and trend analysis.
Assist the Government Safety Office to develop and conduct SOH training to include: OSHA General Industry Standards.
New hire Safety Orientation.
Collateral Duty Safety Representative (CDSR).
Supervisor's Safety Training.

Provide technical support to the monitoring of construction sites, attend and participate in pre-construction and final acceptance conferences, and building modification and change reviews. Review plans, blueprints, and specifications to evaluate SOH standards compliance and provide written evaluation report of construction site SOH activity or building modification for MDA and FMS facilities.
Assist the Safety Division to research, develop, coordinate, and publish periodic safety publicity and education articles, bulletins and advisories to keep MDA personnel abreast of safety concerns and nurture the safety culture.
Support OSHA, DoD, MDA and local host installation SOH councils and committees.
Support the development and implementation of site-specific SOH training that will provide all applicable MDA programs and projects with OSHA and site unique hazard awareness training. Training includes activities such as: Confined Space Entry.
Ordnance Awareness.
Fall Protection.
Site Visitor Training (Ft. Greely and Vandenberg Air Force Base).
Local newcomers employee orientation (Ft. Greely and Vandenberg AFB).

Support the conduct of ergonomic (man-machine relationship) assessments.
Support planning, evaluation, and after-action reports of safety exercises to include, the following: Evacuation.
Confined Space Rescue.
Consequence Management.
Incident Management support.

Support the explosive safety program to include the following: Review and develop explosive site plans and licenses.
Develop and coordinate plans for submittal to the Department of Defense Explosive Safety Board (DDESB).
Support MDA programs at Government sponsored conferences.

Required Experience:

Four years experience in job hazard, risk assessment and other analytical techniques sufficient to identify and evaluate program areas involving high risk, new or revised operations, hazardous materials, and other adverse conditions.
Experience in accident and mishap investigation and reporting requirements and techniques.
Experience in construction standards, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards, and ability to develop effective controls of work and equipment hazards resulting from new construction or modification of current facilities.
Experience in the basic concepts, methods, and techniques used by environmentalist, industrial hygienists, safety engineers, fire prevention specialists, and personnel in other safety and occupational health specialty areas.
Experience in the standards, methods, practices, and techniques applicable to industrial processes and operations.
Experience applying environmental principles, practices, procedures and laws pertinent to hazardous chemicals and toxic waste
Advanced skill in oral and written communications to prepare, present, explain and defend complex technical reports, briefings or highly technical material.

Must have a DOD Secret Clearance
