Job Description
The Earth Systems Science Division at the Pacific Northwest National Laboratory (PNNL) is currently seeking a nationally/internationally recognized Environmental Justice Advisor to join its Risk and Environmental Assessment (REA) Group. The individual will develop and lead a multidisciplinary team of subject matter experts assisting federal agencies with developing strategies and guidance to support environmental justice and equity goals around climate and energy project impacts as well as to analyze environmental justice consequences from various actions to satisfy regulatory requirements and to develop creative solutions for environmental justice impacts.
This position requires knowledge and research experience related to environmental justice analysis and communication of market demographics, measures of social equity, and policy analysis, including the following:
- Environmental and Risk Assessment
- National Environmental Policy Act (NEPA) planning and economic impact modeling.
- National and regional economic input-output modeling and analysis.
- Geospatial analysis.
- Environmental justice and other socioeconomic analyses.
- Tribal engagement
- Stakeholder engagement
- Complex Decision-making
- Tradeoff Analysis
- Establish PNNL as an S&T leader in environmental justice for energy and climate change impacts
- Maintain national and international recognition
- Lead environmental justice and equity strategies and guidance development.
- Lead the development of proposals, technical reports, white papers, and technical presentations.
- Define and lead project work for tasks/projects.
- Publish research in leading peer-reviewed journals.
- Present research efforts and technical work products at national forums.
- Lead business development opportunities.
- Develop and maintain an internal and external professional network.
- Mentor and train junior staff.
Minimum Qualifications
- BS with 12 years of experience, MS/MA with 8 years of experience, and PhD with 5 years of experience.
- Based on client and project requirements, US citizenship is required.
- The Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign Visits & Assignment Program site, information, technologies, and equipment access requirements.
Preferred Qualifications
- Master's or PhD in social sciences or related field.
- Demonstrated expertise with Environmental Justice and NEPA reviews and other related policies and regulations.
- Strong verbal and written communication skills with a demonstrated record of publications in peer review journals and/or customer interactions, tribal engagement, and stakeholder engagement.
- Demonstrated publication track record
- Demonstrated expertise in environmental planning and policy, environmental variability and change in space and time
