Duties SummaryOIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.*****Employee will have the option to telework 100%ResponsibilitiesThe Statistician, located in the Office of Inspector General,The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this positionServe as the OIG's authoritative source in statistical areas with respect to all phases of study design, data analysis, and statistical interpretation of the results relating to projects under consideration.Provide analytical leadership to OIG staff on the use of complex statistical and epidemiologic techniques. Perform statistical review of OIG reports.Lead the application of analytic techniques and define study objectives and strategic direction where no clear precedence exists.Prepare data for the project, which requires merging and integrating data files from different platforms including the VA Corporate Data Warehouse (CDW), constructing and modifying variables appropriate to analyses, and carrying out internal consistency checks.Apply standard statistical and/or data management software package(s) to execute data processing, data modeling, and technically complicated data analysis with minimal or no supervision.Travel RequiredOccasional travel - 1-5 nights per month.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes: - Conducting studies requiring analysis of statistical data for program requirements; AND - Utilizing various software and computer platforms to prepare analytical data files, perform statistical data analyses and report findings; AND - Developing and conducting studies and reporting study findings for dissemination; AND - Explaining data analysis results in relation to health/business issues and its impact on the program.For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13level for 52 weeks.For the GS-13, you must have been at the GS-12level for 52 weeks.Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.EducationYou must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit). A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
