Environmental Specialist I (37010645)

This is an entry-level professional position in the Compliance Assurance Program responsible for compliance assistance and inspection activities.

Duties and Responsibilities
  • Within multi-program areas, conducts and documents compliance assistance and inspections for assigned facilities and sites pursuant to requirements of Chapters 253, 258, 373 and 403, Florida Statutes, and Title 62, Florida Administrative Code. Assists and advises owners/operators with compliance issues as appropriate. Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus. Conducts site inspections for compliance and conditions of issued permits. Investigates assigned complaints. Recommends compliance and enforcement actions as appropriate. Drafts basic compliance and enforcement documents such as Compliance Assistance Letters, Warning Letters and Model Documents. Provides outreach and compliance assistance to owners/operators as needed. Review permits for assigned facilities. (Multi-program areas include: Potable Water, Air, Hazardous Waste, Environmental Resource Permitting, Domestic and Industrial Wastewater, Solid Waste, Petroleum Tanks, NPDES Stormwater).


  • Participates and assists in developing multi-program cross training activities.


  • Performs other duties as required by supervisor.


Knowledge, skills and abilities, including utilization of equipment, required for the position
  • Knowledge of the terminology, principles and analytical techniques of environmental or natural science.
  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
  • Ability to evaluate, analyze and interpret technical reports and supporting documentation.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to work independently.
  • Ability to prepare technical reports.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers and leadership.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to cross-train into multiple regulatory programs.
  • Ability to meet established performance standards as identified in the District Performance Standards document.
  • Ability to travel and maintain a valid driver's license.


  • Additional Requirements
    • Bachelor's degree in engineering, environmental science or natural science
    • Valid Florida Driver's License
