Florida Department of Health in Seminole County is looking for a self-motivated, hardworking individual to fill our Environmental Specialist II position located in Sanford, FL.

PRIMARY DUTIES AND GLOBAL RESPONSIBILITIES

Minimum Qualifications:

• Current Florida Department of Health employee
• Currently working as an Environmental Specialist I conducting septic system or sanitary nuisance inspections
• 6 months of verifiable experience conducting septic or sanitary nuisance inspections
• Bachelor's degree in environmental science, biology, chemistry or in the natural sciences.
• Employee must be able to do the following:

Lift 50 pounds

Must be able to navigate difficult terrain

Must be able to bend, lift, and stoop to obtain soil samples to include digging.

Will need to be able to safely work out doors in inclement weather.

• Travel in and around Seminole County up to 80% each day
• Must possess a valid Florida Driver's License or a valid driver's license from another State and obtain a Florida Driver's License within 30 days of hire.
• Florida Department of Health is required to work before during and or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural.

This is a professional position that conducts site inspections to evaluate applications to install modify or repair onsite sewage and disposal systems that generate up to ten thousand gallons of flow per day. This position conducts plan reviews to ensure applications for onsite sewage treatment and disposal systems meet permitting requirements of all pertinent laws and rules governing the installation, modification or repair on onsite sewage treatment and disposal systems. This position conducts compliance inspections and on-going monitoring, when required, to ensure that onsite systems are constructed, operated and maintained so as not to be a threat to the public health or degrade drinking, surface or ground water resources. This position coordinates with local and state agencies to ensure compliance with rules and regulations regarding onsite systems.

This position will conduct site inspections, plan reviews, and construction compliance inspections for the permits to install, modify or repair onsite sewage treatment and disposal systems to ensure compliance with Chapter 381, Florida Statutes, Chapter 64E-6, Florida Administrative Code, and all other pertinent laws and rules. This position performs activities relating to permitting, monitoring and enforcement of businesses located in areas zoned for industrial/manufacturing use where onsite sewage treatment and disposal systems are utilized. Meets with property owners, engineers, developers, licensed septic contractors and others to discuss design criteria, propose solutions to abate violations and educate them as to the pertinent laws and rules governing onsite sewage treatment and disposal systems.

This position will perform work in the septic section of Environmental Health to include permit review and processing, compliance inspections and site evaluations in all areas of the OSTDS program. This position will also issue permits that are in compliance with Chapter 64E-6, F.A.C.

This position will be responsible for timely submittal of all paperwork pertaining to assigned programs including EAR's.

This position will perform all other duties as required including inspections, sample collections, sanitary surveys and other compliance investigations.

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of: Chapter 64E, F.A.C.; Ability to: be highly organized to ensure programs are effective in ensuring compliance with regulations; use computers for data entry, People First, Time Coding, ReHost, etc.

Licensure/registration/certification requirements: Environmental Health Professional Certification required in the Septic program or attain with 6 months of hiring.

Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Position requires physical ability to perform field duties including soil auger, transit, bending, lifting, difficult terrain and any other physical activity required for the Environmental Health program.
