The Department of Natural Resources (DNR) has an exciting opportunity within our Olympic Region.

This position is responsible for collecting and evaluating data on young forest stands to ensure adequate stocking levels are present in order to meet future forest management goals and objectives. This position is also responsible for analyzing site factors and competing vegetation conditions and plans future silvicultural activities to promote forest health and productivity, increase revenue for the trusts, and sustain wildlife habitat. Additionally, this position prepares and administers silviculture contracts with both private contractors and Olympic Correction Center crews.

The duty station is located in Forks, WA on the west side of the beautiful Olympic Peninsula. Within close proximity of the duty station there are endless miles of trails, rivers, and coastlines to explore!

DUTIES:

Responsibilities:
Ensure proper reforestation and timely vegetation management with acceptable survival, site occupancy and maximum tree growth rates.
Collect, summarize and analyze young forest data.
Select and prioritize appropriate treatments to be included in the contract and inmate correctional camp work plans to achieve the desired results.
Produce quality silviculture contracts using knowledge of policies, procedures, rules and regulations and program deliverables.
Facilitate clear communication of contractual requirements to the public, contractors, and internal stakeholders through written documents, in person meetings and public outreach.
Ensure environmental, social, political, contractual, and fiscal objectives are met. Resolve disputes to the full extent in accordance with contractual obligations. Maintain written documentation of resolutions.
Foster good working relations with community and adjacent landowners. Be transparent about our operations. Consult and negotiate with adjacent landowners and external stakeholders through various means including public meetings, field site visits, and written and oral communication to resolve property line discrepancies.
Ensure a safe work environment and foster good working relationship with neighbors and stakeholders. Best management practices will be used by employees and contractors, including proper use of herbicides, adherence to all rules and regulations, Worker Protection Standards and department safety protocols.

This may be filled as an in-training. The training plan is up to 24 months. If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Candidates will be considered as …. QUALIFICATIONS:
Natural Resource Specialist 1 (NRS2-In-Training) candidate has:
Knowledge of all laws, policies, and practices related to timber sales program.
Knowledge of timber and land management planning and practices.
Knowledge of silviculture contract preparation and administration.
Knowledge of theory, policy, principles and practices of the forestry profession as applied to Northwestern United States (i.e., fundamentals of: silviculture of Northwest species, market sand economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation and weed control, reforestation and intensive forest practices, recreation, multiple use, inventory, water quality, watershed management and basic principles of fisheries management).
Written and verbal communication skills.
Facilitation and negotiation skills.
Ability to work on uneven terrain in all weather conditions.
The incumbent in this position is required to travel.
A valid driver's license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates may be asked to provide a driving record from all states in which they have held a license during the past three years.

This level of knowledge and skill is typically achieved with:
A Bachelor's degree in Forestry or a closely related Natural Resources field and one year of professional experience; or
A two year Associate Degree in Forestry or a closely related Natural Resource field and three years of professional experience.

Natural Resource Specialist 2 candidate will meet the NRS1 required qualifications in addition to the qualifications below:
One year of professional forestry experience.
Experience with forest management objectives and timber management planning.
Experience with current forest management plans and associated agency policies and rules.
Experience with silviculture contract preparation and administration.
Knowledge of theory, policy, principles and practices of the forestry profession as applied to Northwestern United States (i.e., fundamentals of: Silviculture of Northwest species, markets and economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation and weed control, reforestation and intensive forest practices, recreation, multiple use, inventory, water quality, watershed management and basic principles of fisheries management.)
Knowledge of current Forest Practices rules, forestry laws and practices.
Experience with use of herbicide in forest settings.
Experience and demonstrated ability with facilitation and negotiation skills.
Demonstrated written and verbal communication skills.

Our ideal candidate will also have the qualifications listed below:
Bachelor's Degree in Forest Management or related field.
2 years as a Natural Resource Specialist 1 in the Department of Natural Resources
Demonstrated competence in timber harvest planning, preparation, contract administration and Pacific Northwest silviculture.
Familiarity with current software used in word processing, spreadsheets and forestry applications. Well-developed written and verbal communication skills.
