Description

The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV). This position is assigned to the Boston office located at One Winter Street, Boston, MA and will report to the Bureau of Air and Waste (BAW) Municipal Waste Reduction Branch Chief or its designee. The EAIV coordinates recycling, composting, and waste reduction assistance, grant, education, and outreach initiatives for municipalities and regional groups. The EAIV is responsible for supervising an EAIII staff member. The EA IV also will oversee MassDEP's Municipal Assistance Coordinator (MAC) Program. The seven MACs provide direct support and technical assistance to municipalities to build capacity and improve the effectiveness of recycling and composting programs. The EA IV will also support municipal recycling, composting, and reuse grant, assistance education, and outreach programs to advance implementation of the Massachusetts Solid Waste Master Plan.

Specific duties of this position include but are not limited to, the following:
  • Overseeing MassDEP's Municipal Assistance Coordinator program, including seven municipal assistance coordinators who work for MassDEP through contracts with host municipalities/regional groups. This includes directing and managing their day to day work, conducting performance reviews, hiring and onboarding as needed, reviewing newsletters, weekly reports and providing general support to coordinate MAC activities with the rest of the Boston-based Municipal Branch staff.
  • Managing an EAIII staff member working on recycling and waste reduction assistance, education, outreach, and grants.
  • Coordinating MassDEP's Reduce & Reuse Working Group and implementation of the Reduce & Reuse Strategic Action plan.
  • Supporting implementation of other recycling, reuse, and waste reduction grant, assistance, education and outreach initiatives.
  • Working on other recycling, composting and waste reduction initiatives.
  • Supporting implementation of MassDEP's Solid Waste Master Plan.

Preferred Qualifications and Experience include:
  • Working knowledge of waste reduction, recycling, and solid waste issues in Massachusetts;
  • Demonstrated knowledge of local government and experience working with municipal officials to implement environmental initiatives;
  • Demonstrated ability to manage projects and coordinate teams;
  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence;
  • Ability to understand, explain and apply the rules, regulations and policies governing the Division and Department;
  • Excellent computer skills, including proficiency with Microsoft Office (Word, Excel, Access) and other commonly used computer applications;
  • Ability to analyze and critically assess data to drive strategic approaches and outcomes;
  • Excellent communication skills (verbal and written), including the ability to write clearly and concisely, and comfort with speaking in public settings;
  • Supervisory experience, overseeing staff as well as contractors; and
  • Ability to take the initiative and work independently while also interacting effectively in a team environment.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
