Duties SummaryThis position is a Biologist (Regulations), GS- 0401-11/12/13 working with Falls Church, Virginia for the R9-Division of Migratory Bird Management. Location is negotiable after selection. Salary is contingent on the location.
This announcement is being advertised concurrently under R9-21-11131528-MADS-SDHA for the developmental levels GS-11/12 grades. You must apply to each announcement separately. Two vacancies total will be filled from these two announcements.ResponsibilitiesDuties listed are for the full performance level GS-13.Has primary responsibility for the regulations development process, including the compilation of data, fulfillment of administrative requirements, and preparation of Federal Register documents.Serves as the primary liaison with Service, Department of Interior (DOI), Office of Management and Budget, and other entities as necessary to the rulemaking process.Coordinates and manages the development and promulgation of migratory bird policies and regulations.Serves as the primary coordinator for the receipt and review of written comments to proposed rulemaking
documents.Works with USFWS Flyway Coordinators to gather information and data to support migratory bird policies and regulations.Develop annual hunting regulations and develop environmental review documents (i.e., NEPA) to support regulation development.Provide technical assistance to Branch and Division on regulations and NEPA issues.Travel RequiredOccasional travel - You may be expected to travel for this position.

Only experience and education obtained by 06/15/2021 will be considered.The 0401 job series has a basic requirement. You must possess one of the following:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.In addition to the basic requirement, to qualify at the GS-13 level you must possess at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-12) in the Federal Service that includes all of the following duties: synthesizing information and data to form policy recommendations, writing regulations and working on environmental documents; and must be familiar with the Migratory Bird Treaty Act, the Bald and Golden Eagle Protection Act, and the National Environmental Policy Act.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
