The location for the current job opportunity is primarily Black River Falls or possibly La Crosse. The successful candidate may choose either location based on space availability and managerial approval.
Position Summary
The Stormwater Specialist will implement the Department of Natural Resources' Stormwater Permit program, the urban nonpoint pollution control program, and watershed management activities in an assigned geographic area. Activities will also include issuance of the Wisconsin Pollutant Discharge Elimination System (WPDES) permit coverage for stormwater discharges from municipal , industrial and construction sites; review and approval of stormwater management plans; monitoring of permit requirements; providing guidance and training to permittees ; conducting compliance inspections; and initiating enforcement actions when necessary .

Urban nonpoint pollution control activities will include providing guidance to municipal officials; assistance with grant applications; review of plans for nonpoint pollution and approval of these plans. Watershed management activities include implementation of programmatic objectives and participation on appropriate teams. This position may be required to respond to emergency situations such as spills , fish-kills and other disasters.

Starting pay for the Senior level is $55,120 to $66,560 annually ($26.50/hour to $32.00/hour). Starting pay for the Entry level is $54,080 to $59,280 annually ($26.00/hour to $28.50/hour). Pay for current state employees may vary based on the State of WI Compensation Plan, which requires additional DPM approval to offer a pay increase to transfer candidates.

This position includes an excellent benefits package, including health care, vacation, sick leave, and retirement benefits.

The Senior position is included in Pay Schedule/Range 15/03, and the Entry position is included in Pay Schedule/Range 15/04.

The selected candidate must meet the requirements for traveling and operating a State vehicle, including the ability to obtain and maintain a valid Wisconsin driver's license.

The selected candidate will be required to pass a background check prior to an offer of employment.

DNR does not sponsor work visas. In compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form .

Due to COVID-19 restrictions, the successful candidate will be required to work remotely for an indefinite period of time upon hire. A laptop will be provided; however, a high-speed internet connection is essential for this position. Once we are able to return to normal office operations, it is expected that this person will work out of the assigned Service Center with an option to telecommute occasionally.
Qualifications
Applicants must possess the following required qualification to be eligible for this position:

For Entry level:

Experience * related to stormwater management, watershed management, water resources management or a related science field (e.g., environmental science, geology, chemistry, soil science, etc.)

* NOTE: Experience may be gained through an academic training course; internship; temporary summer employment; volunteer opportunity; or full-time/on-going employment

More than one year of professional work experience managing major environmental or regulatory projects related to stormwater or other water-related fields

Best-qualified candidates will also possess the following preferred qualifications:

• Experience developing or revising regulatory policies, standards or guidance
• Experience submitting or reviewing stormwater or other permit applications or environmental reports
• Experience designing or reviewing environmental plans or projects
• Experience mentoring or training internal and/or external stakeholders
