Environmental, Health & Safety (EH&S) Manager

Location: Houston, TX

The Environmental, Health, and Safety Manager will be responsible for implementing and managing the JLL Health and Safety operations across the account portfolio and for leading a compliance and training program that meets JLL, client and statutory requirements. The programs must assure a systematic approach of both daily management and opportunities for improvement. The EH&S Manager develops, recommends, and implements programs, policies, and procedures associated with the recognition, measurement, evaluation, and control of potential health and safety hazards.

The objective of the EH&S Manager is to deliver positive results at sites in a manner that protects personnel, property and the environment while maintaining business continuity. The safety manager plays a key role in facilitating the leadership of the safety on site for all functional activities.

We are seeking an individual with extensive high-risk EHS experience in the facilities and/or manufacturing industry. Qualified individuals will be strong EHS advisors, confident in field and operationally, and preferably a CSP.

Safety Leadership
  • Be a primary point of contact, "trusted advisor", for EH&S requirements and activities for the account. Communicate EH&S needs and results to the EH&S Director and Account Leadership Team.
  • Maintain a collaborative partnership with Client SSHE organization. Maintain liaison with client SSHE organization to ensure that EH&S issues are identified and solutions coordinated.
  • Create awareness and educate our people and stakeholders through consistent sharing of success stories and best practices among JLL teams and vendors, and also by doing regular mentoring and coaching of our teams and subcontractors.
  • Promote and develop a positive Health and Safety culture at all levels throughout the account.


Training
  • Manage all aspects of EH&S training from reporting, tracking, maintaining, developing, and providing training to the account.
  • Provide Safety Training (train the trainer) to ensure that facility teams (both site specific and portfolio-wide) receive required training, including but not limited to Confined Space, Power Truck, Ergonomics,
  • Develops and conducts monthly safety meetings. Review and attend subcontractor's safety meetings.
  • Support behavioral based safety training program


Reporting
  • Oversee the tracking and monitoring of EH&S performance metrics and manage all EH&S reporting.
  • Ensure accidents, injuries, near misses/good catches, work hours entries are done on time, account KPIs are maintained, OSHA logs are accurate, and all incidents and injuries are escalated on time. Be the Account's Administrator for the JLL incident reporting system and clients reporting system.
  • Collect information while providing reports interpreting data to support and inform the Client.
  • Provides analysis, insights and trending on emerging issues


Sites Support
  • Approximately 40-60% of the role will be on-site interfacing with the workforce demonstrating safety leadership and providing the workforce with on-going safety coaching through recognition of risk accepting behaviors, erosion of standards, and depth of penetration of safety initiatives.
  • Provide EH&S leadership in preplanning and field execution of complex O&M and project work that includes working at heights, confined space work, lifting and rigging and other high risk tasks.
  • Create, develop and implement EH&S policies, practices and programs at the site level. Programs may include but are not limited to, chemical hygiene, hazard recognition, ergonomics, asbestos, respiratory protection, indoor air quality, exposure assessments, and hearing conservation
  • Work with operations and vendor to perform hazard (Risk) assessments and evaluations; implement risk reduction/mitigation strategies as appropriate and approves work permits.
  • Communication of incidents, advise and consult on care management. Lead or support investigations of EH&S incidents, the analysis of root cause(s), support/track the implementation of effective corrective actions, and prepare communications to share the lessons learned from such events across the account.
  • Provide direct support to JLL employees on all matters related to industry EH&S compliance, as well as specific client compliance and site specific operating requirements.
  • Provide on-site assistance with the Emergency Preparedness and Response
  • Any and all other duties and tasks assigned


Compliance
  • Maintain documentation describing the EH&S program (playbooks, procedures, etc.) and records required by JLL, regulation, and the client.
  • Support sites during audits from client, corporate, EH&S staff, as well as outside agencies such as OSHA, fire/building departments, health inspectors, air quality inspectors, and insurance representatives.
  • Manage contractor safety programs, ensuring program are in place and lead contractor safety forums.
  • Assist in the assurance of compliance with all EH&S Sections of the Operational Compliance Program
  • Support environmental compliance efforts as specified in the JLL/client Master Service Agreement (MSA)/Statement of Work (SOW).
  • Support client compliance programs

Education & Experience
  • Bachelor's Degree in a related area or equivalent combination of education and relevant field experience. Master's Degree in relevant field a plus
  • 5 - 8 years prior field experience as a safety manager supporting O&M work and projects, ideally within a Facilities Management environment, that include working at heights, confined space, excavation, lifting and rigging, energy isolation, hot work and other high risk tasks.
  • Success working with subcontractors/vendors supporting mutual safety objectives.
  • A proven track record managing regulatory and client compliance
  • Proficient in Microsoft office tools (Word, Excel, PowerPoint, etc.)


Skills and Knowledge:
  • Strong presentation skills to deliver Environmental, Health, and Safety advice at all levels and to deliver localized training to staff as required
  • Evidence of strong interpersonal skills in order to establish credibility with client, colleagues, subcontractors, and senior management
  • Excellent verbal and written communication skills
  • Demonstrated time management skills. Ability to prioritize tasks especially when handling an accident or incident
  • Extensive attention to detail to distinguish safety hazards and to recognize when safety conditions need improvement. Ability to work through and identify the root cause of any problem
  • Thorough knowledge and understanding of health and safety standards, legislation, codes of practice, guidance and operating procedures. Ability to keep abreast of trends and related best practice.
  • Ability to carry out an audit and gather objective evidence through observation, interview and sampling of documents and records.
  • Ability to provide detailed reports and develop safety procedures
  • Good understanding of data analysis and risk assessment


Certifications & Licenses
  • Certified in risk management and health/safety management
  • General Industry OSHA 10/30 Hour Instructor a plus
  • OSHA certification a plus (OSHA 501, 511, 510, 500)
  • Applicable certification desired (CHM, CSHM, CIH, CSP,CEP)
