The Schnitzer Steel Industries (SSI) Environmental Management Systems (EMS) Manager (EMSM) reports directly to the Environmental Operations Director. The EMSM is responsible for supporting the development, implementation, and maintenance of Schnitzer's ISO 14001:2015 conforming EMS across the organization. This includes, developing EMS policies and procedures, implementation plans, facilitating Aspects, Impacts, Risks, and Opportunities (AIRO) workshops, communication plans, training materials, and other work products to support a robust EMS for the company. Additionally, the EMSM will be responsible for managing the SSI Management Systems & Standards (EMSS) audit program which may include external (i.e. 3 rd party) as well as internal (SSI audit teams) auditing resources. The EMSM will also be required to manage ISO Registrar audit activities necessary to achieve and maintain EMS certification under a Multi-Site (Corporate Umbrella) registration program.

This position has direct responsibility for the EMS aspects of Schnitzer's EHS Management and Information Systems (EMIS) known as Intelex. This will require effective coordination and collaboration with the Senior EHS Systems Manager to ensure that the EMIS EMS tools, processes and techniques are properly aligned, integrated, communicated, and are highly functional. The EMSM will also be responsible for the development and monitoring of effectiveness of the environmental elements of the Emergency Responses aspects of SSI's EMS.

This position operates within flexible parameters. The primary goal of this position is to achieve excellence in all facets of EMS operations by providing the highest quality EMS tools, processes, and techniques. Most importantly, the EMSM will provide active EMS leadership with the primary goal of improving environmental performance in all aspects of the business.

Essential Functions:
  • Monitors EMS performance and develops plans to continuously improve EMS effectiveness.
  • Encourages feedback and the development of corrective actions to improve the SSI EMS.
  • Facilitates through the REM network all EMS training for site personnel as required by ISO 14001:2015.
  • Assists in development and implementation of EMS driven environmental procedures for all sites.
  • Monitors pending legislative and regulatory actions to evaluate the potential impact on operations and develops appropriate response plans to prepare for and ensure EMS conformance.

Operational Performance & Best Management Practices
  • Spends approximately 15% of time in the field to assist operations staff in driving continuous improvement related to the SSI EMS.
  • Prepares and maintains EMS records and reports.
  • Facilitate through the REM network proper investigations and incident analyses are completed in order to implement necessary corrective actions and maintain conformance with the SSI EMS.
  • Assists, from an EMS perspective, in efforts to achieve specific waste reduction/minimization goals across the business.
  • Collects, evaluates, and disseminates pertinent information relating to EMS conformance and maintains appropriate reference files.
  • Advises operating managers concerning the organization's EMS objectives and assists in determining and implementing corrective actions to ensure consistency in company EMS conformance.
  • Recommends changes in procedures, design, or equipment when necessary.
  • Provides oversight and management of work performed by various EMS consultants and contractors.
  • Performs other related duties as assigned by Environmental Operations Director and VP of EHS.

Inventory & Quality Control
  • Maintains records for all ISO 14001:2015 EMS requirements and meets due dates for all associated submittals.
  • Supports maintenance of emergency response plans and operation and maintenance plans.
  • Participates in the inventory process for existing environmental controls infrastructure and their current status with regard to compliance with federal, state, and local regulatory laws.

Budgeting & Forecasting
  • Manages environmental vendor contracts and budgets.
  • Prepares proposals and cost estimates for future work.
  • Maintains budgets and schedules.

Internal Control Responsibilities:

Supports the Company's Internal Control processes which include understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to better relate to the business. Communicates upward problems in operations, noncompliance with the code of conduct, or other policy violations or illegal actions.

Supervisory Responsibility:

This position typically does not directly supervise any employees. Position includes routine management of EMS contractors, environmental consultants, and other contractors.

Contacts:

Internal contacts include all levels of personnel, including senior management, to develop policies, recommend actions, discuss issues, and distribute information. External contacts are with EMS consulting firms, government agencies, legislators and staff, trade associations, vendors, and private industries to gather information, resolve problems, and to ensure EMS conformance. Position does require strong communication and documentation skills, working closely with the Senior EHS Systems Manager, operations facility managers and other personnel in communicating EMS goals and conformance. Furthermore, ensuring an open and collaborative communication style and maintaining professional dialogue with key business partners (i.e. Regional Directors, Operations Managers, and EHS peers) throughout the organization is absolutely essential to success.

Job Conditions:

Office and active field working environment including facility site visits, general information gathering, and project management at various locations. It is necessary to be able to walk/climb in active industrial yards with uneven surfaces and to out-of-the-way areas. Must be comfortable with heights. Occasional exposure to inclement weather conditions and travel is required. Increased time spent involved in environmental issues at sites owned/operated by joint ventures and/or sister companies. Regional and domestic travel required. Position may have to respond to urgent situations on off hours and/or weekends and holidays.

Physical Activities Required to Perform Essential Functions:

Ability to lift and carry up to 20 pounds frequently, and up to 50 pounds occasionally; be mobile within an office and field environment; operate an automobile; be mobile to travel frequently by auto and airplane to local and regional locations; climb; negotiate uneven surfaces; sit, stand, and/or walk for extended periods of time; keyboard for up to several hours per day; and communicate in a professional manner in person and by phone. Visual acuity for extensive reading, examining documents, conducting field sampling related activities, operating an automobile, and operating a laptop computer.

Qualifications:
  • Bachelor's degree and experience in Environmental Management Systems with a sciences background including environmental sciences, information technology, management systems, or environmental management.
  • Minimum of 5 years' experience with the development, implementation, and certification of conforming ISO 14001:2015 environmental management systems or closely related ISO governed certification programs.
  • Preference is for a person trained, certified, and experienced in ISO 14001:2015 auditing, program development and/or integrated management systems development and implementation.
  • Knowledge of local, state, and federal environmental programs and regulations with and the Department of Justice (DOJ) guidance on Corporate Environmental Compliance Programs would be desirable.
  • Proficiency with Microsoft Office Suite, environmental management systems, and environmental testing or analytical equipment.
  • Must have the ability to apply principles of logical, systems and/or scientific thinking to define problems; collect data; establish facts; draw valid conclusions in controlled situations; and read and understand engineering plans and specifications.
