Overview:
RES is the nations largest and most experienced provider of ecological restoration and water resource solutions. To date, we have restored over 328 stream miles, 58,024 wetland acres, and rehabilitated, preserved, and/or managed over 15,000 acres of special-status species habitats. RES operations include planting over 17,400,000 restorative trees and reducing over 267 tons of polluting nutrients. RES navigates and streamlines the environmental permitting process with solutions that balance economic development and ecological sustainability through the establishment of mitigation/conservation banks, permittee responsible turnkey mitigation, and corporate social responsibility projects.The Ecological Regulatory Specialist coordinates with project team members to compile regulatory documents and deliverables. The work involves close coordination with project managers, project ecologists and third party technical consultants to incorporate scientific field data into regulatory/permitting deliverables.

Responsibilities:
Coordinate with ecology team to incorporate scientific field data into regulatory documentsDraft reports and mapping, prepare permits, mitigation site plans, comment response documents, and other regulatory deliverablesCoordinate with federal, state, and local agencies to obtain project permits and approvals, including rare, threatened, and endangered species and cultural clearances.Compile field data into word documents and excel spreadsheets, and provide basic QA/QC.Provide support for regulatory/agency meetingsUnderstand and apply functional assessment methodologies such as the PA Functional Protocol and West Virginia/Ohio SWVM Protocols.Occasionally support field ecology efforts (i.e. mitigation site monitoring, site assessments, wetland/stream delineations, bat surveys).Provide occasional sales support and assistance with proposal preparationParticipate in training and knowledge sharing activities

Qualifications:
Minimum:BA/BS in Biology, Environmental Science, Geology, Hydrology, Botany or similar Science and at least three years of experienceArc GIS proficiency to support mapping deliverablesStrong writing skills and abilities using MS Office (MS Word, MS Excel and MS PowerPoint)Experience permitting single-site, multi-site, and linear projects across jurisdictional boundaries in Pennsylvania, Ohio and/or West VirginiaFamiliarity with/experience in permitting under regulations such as CWA, ESA, NPDES, NEPA, FERC, and state regulatory agencies in Pennsylvania, West Virginia, and Ohio. Experience preparing Individual and Nationwide 404 Permits, Chapter 105 permit applications in PA, Stream Activity Applications in WV, and obtaining cultural and RTE species clearances. Experience coordinating with agencies such as the USACE, PADEP, PGC PFBC, PADCNR, PHMC, Ohio EPA, ODNR, Ohio SHPO, WVDEP, WVDNR, and WVSHPO.
