The opportunity

Reporting to Manager, US Environment within the US Stakeholder - Environment team, this senior position will be an integral part of the team responsible for supporting government mandated air and GHG emissions compliance reporting at both the federal and state level, supporting the US business unit and corporate voluntary emissions reporting as well as engaged in project assessments and new and existing air permit needs across the US. This role will have specific responsibilities for developing and supporting implementation of strategies to sustain regulatory compliance with Federal and State air & GHG regulations and company best practices and procedures. This position also provides environmental expertise to various stakeholders including internal TC Energy groups.

What you'll do
  • Provide technical Subject Matter Expert (SME) in the evaluation and management of GHG and air emissions related issues as well as ensuring compliance with air emissions environmental regulations and applicable laws.
  • Prepare government mandated air and GHG compliance reporting of emission sources, permit applications and emissions inventories; recommend control technology equipment and processes to ensure compliance with applicable regulations and evaluate potential for risk.
  • Participate with a team of internal environmental SMEs to assure compliance, audit/review of company operating procedures, processes and emerging environmental air and GHG related issues to identify gaps, provide recommendations and track implementation of improvements. Align and report emissions metrics with a goal measuring and monitoring TC Energy's performance.
  • Collaborate with internal stakeholders (team peers, US Field Operations, Corporate and US community relations and legal teams) and external stakeholders (e.g. regulatory agencies) to proactively identify, analyze, assess impact of and develop mitigation strategies to manage emerge air emissions risks and policies.
  • Interact with air and GHG focused regulatory agencies mitigating potential non-compliances and guiding regulatory policy initiatives.
  • Commission and oversee consultant work for air emissions and GHG verification, modeling, permit application, emerging issue, risk assessment and regulatory mitigation strategies, data inventory and audit functions. Manage projects, schedules and budgets as necessary.
  • Manage the communication of complex, technical information to leadership as well as to internal and external stakeholders.
  • Support development and coordination of responses to public, regulatory and legislative information requests on air emission and GHG issues.


Minimum Qualifications
  • Bachelor's Degree, or preferably Master's Degree, in engineering, environmental sciences or environmental engineering or related fields with a focus on climate change and air emissions
  • Comprehensive knowledge of environmental laws/regulations practices including the Clean Air Act pertaining to the pipeline transmission and storage sector, pipeline development and other energy project development
  • Minimum 6-8 years' experience in managing environmental planning and air permitting for transmission pipelines, storage facilities and other energy projects, including routing/siting, environmental planning, project management, permitting and environmental compliance


Preferred Qualifications
  • Previous experience with Federal & State air permitting processes for transmission pipelines and storage facilities across the US
  • Previous experience solving complex regulatory, permitting and compliance air/GHG issues on major operations and construction projects
  • Expertise in assessing the impact of and developing/implementing strategies to address environmental air emissions regulatory initiatives
  • Expertise in assessing air emissions policy and regulatory issues to support development of corporate reporting and policy positions including familiarity with carbon pricing and management frameworks
  • Commitment to client service and support
  • Experience working with non-governmental organizations.
