ENVIRONMENTAL SPECIALIST II - RECLASS from Environmental Specialist III to Environmental Specialist II

**NOTE: This is an OPS TEMPORARY Position for 1 year.**

Duties and Responsibilities

This professional position in the Southeast District Permitting Program is primarily responsible for assisting in processing and evaluating Environmental Resource Permit (ERP) and State 404 Permitting applications pertaining to dredge and fill activities in, on, or over wetlands or surface waters; sovereignty submerged land authorizations; wetland determinations; and mangrove trimming activities. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

404 Duties include but are not limited to:
  • Complete documentation reviews relating to 404
  • Conduct 404 compliance inspections to meet the level of service established for the program
  • Investigate 404 complaints
  • Resolve 404 violations using the appropriate resolving mechanism while following all required processes in the 404 Program
  • Draft 404 related documents for compliance and enforcement
  • Certified wetland expert for permitting and compliance activities relating to 404
  • Participates in the drafting of compliance/enforcement documents and meetings
  • Supports, participates, and/or assists in the execution of workshops for the regulated community relating to 404.
  • Ensure consistency between District Permitting and Compliance and Enforcement staff relating to 404
  • Ensures coordination and consistency between District Compliance and Enforcement staff and Water Management District staff relating to 404


Permitting
  • Reviews permit applications, plans and specifications for assigned programs.
  • Ascertains that all Department rules are met.
  • Reviews technical aspects of these projects to determine that all materials and methods described in the application package are addressed, complete and suitable to the circumstances and in accordance with sound engineering practices and principles and particularly in accord with specific engineering publications referenced in Department rules.
  • Updates permitting data/records in all applicable data management systems.
  • Recommends issuance or denial of permits as appropriate.
  • Ensures that Chapter 120, Florida Statutes, deadlines and district metrics are met.
  • Conducts permit determinations and communicates final decision with the facility owner.
  • Coordinates with Compliance staff and supports inspections of facilities to determine compliance with permit.
  • Writes Requests for Additional Information, permit documents and other correspondence clearly and professionally as needed.


Technical Assistance

Provides technical assistance to regulated entities regarding department rules, guidelines and policies.

Other Duties

Performs related duties as required, including the conducting of meetings, data management, record keeping and streamlining of office procedures and document production.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of the Department's compliance and enforcement policies and procedures.
Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
Ability to determine work priorities and ensure proper completion of work assignments.
Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs
Ability to communicate in a tactful and courteous manner both verbally and in writing.

Ability to evaluate, analyze and interpret scientific and technical data.

Ability to work independently.

Ability to physically conduct field inspections/investigations.

Ability to maintain a valid driver's license.

Ability to drive and travel, including some overnight.

Ability to work well with people.

Skill and proficiency in computer operations and programs.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):
Bachelor's degree in Natural Science, Environmental Science or related field; Valid Driver's License

Other job-related requirements for this position: Travel, Complete initial OSHA 24-hour HAZWOPER and OSHA 8-hour HAZWOPER refresher annually thereafter.
