Rincon Consultants, Inc. is seeking a Mid-Level Environmental Planner who will oversee environmental consulting projects, which includes: forming, organizing, and overseeing teams conducting research, field work, impact analysis, and report preparation; client coordination and communication; and coordination with the project Principal-in-Charge and/or company management when appropriate. The Mid-Level Environmental Planner guides and mentors project team members and maintains proactive contact with clients to provide consultation and recommendations to ensure project completion and success.

What Do You Get To Do In This Position:
  • Manage and advise clients on all aspects of CEQA/NEPA process pursuant to the CEQA Guidelines, agency-specific guidance and law, and relevant legislation and case law
  • Establish and maintain a high level of communication directly with the client and subconsultants
  • Conduct project initiation meetings for team members to explain the proposed project, project issues, sensitive concerns, communication protocols, schedule, and format for environmental documents
  • Develop and advise clients, subconsultants, and project teams on technical approach to environmental issue area analysis
  • Form, organize, oversee, and coordinate with teams conducting field work, research, and impact analysis
  • Provide technical and interdisciplinary team oversight including management of subcontractors, quality control of work products, budge management, and schedule control
  • Review contractual terms and identify conflicts; execute project in compliance with the contract and Rincon standards
  • Review invoices, manage accounts receivable and work-in-progress to ensure prompt invoicing and payment; manage add-services proposals
  • Review and approve project subconsultant invoices
  • Provide quality control and document review toward a "client-ready" product for all submitted documents
  • Interface with clients and participating agencies/departments; conduct and participate in public and private sector project meetings, including making presentations to the public during scoping, community meetings, and public hearings
  • Develop and maintain existing and new business relationships. Identify and pursue leads, prepare proposals, and successfully procure project contracts. Build relations leading to follow-on and repeat work; attract work based on personal reputation as an expert
  • Train and mentor in-house staff or client associates as required


This Job Might Be For You If You Have The Following:
  • Bachelor's degree in an applicable field; advanced Degree (Masters/PhD) preferred
  • At least four years of increasingly responsible environmental planning experience required (preferably in a private environmental consulting firm); certifications may be required for specific assignments
  • Excellent organization, schedule, and budget management skills
  • Excellent verbal and written skills with the ability to speak and write effectively and persuasively with clients, agencies, and the public, including in public hearings and in oversight or authorship of technical reports
  • Excellent interpersonal skills with the ability to lead a large multi-disciplinary team and promote and sustain effective working relationships with clients, the public, and other agencies
  • Proficiency with Microsoft Office Suite Applications (Word, Excel, PowerPoint, Project)
  • Must have knowledge of principles, practices, and techniques of urban and regional planning; federal, state, and local laws and regulations relating to planning and environmental resources
  • Knowledge of and experience in applying research methods
  • Ability to form and maintain effective client, interagency and internal team relationships
  • Ability to direct collection, analysis and interpretation of data and then develop recommendations and solutions to highly complex problems or those involving risk
  • Must possess a valid driver's license with a clean driving record and willingness to travel as projects require
