International Climate and Energy Analyst

Cadmus seeks an Analyst to support the International Climate and Energy (C&E) Team. Our International Energy and Climate Change Team works at the intersection of energy, climate mitigation, and resilience. The team has active projects in Africa, Asia, Latin America and the Caribbean and is sought-out especially for its expertise in small island developing states (SIDS). We help our clients-multilateral development banks, bilateral development agencies, national governments, power sector regulators, and utilities, among others-address and adapt to the impacts of climate change by improving electricity sector governance, increasing the deployment of distributed energy resources (DER) and electric vehicles, expanding electricity services in emerging markets, and improving the resilience of energy systems to withstand unexpected shocks. Through legal, policy, regulatory and economic analysis, careful planning, and robust stakeholder engagement, we help governments, regulators, utilities, and distributed energy resource developers and operators devise effective energy and climate strategies, policies, regulations, and programs to deliver results.

Analysts work closely with supervisors and senior staff to perform policy research, qualitative and quantitative market research, evaluation, and other technical and policy assistance related to electricity markets, renewable energy, and climate change. The ideal candidate should be detail-oriented, motivated, and capable of creative problem-solving and independent work. The candidate should ideally have a working knowledge of electricity markets, renewable energy policy, and climate planning with a focus on emerging markets. The candidate should also have a keen interest in international work, particularly in emerging markets, and should be open to international travel for project work, as needed for project responsibilities.

Example projects include:

• Implementation of a multi-year energy resilience and demand aggregation program for distributed solar PV and battery storage.
• Supporting regulatory and mini-grid experts on a multi-year vehicle to support national governments with energy access.
• Supporting electricity regulators with developing distributed renewable energy regulations and tariffs and understanding the cost-effectiveness of different options.
• Development of energy and resilience policies for national governments.
• Development of regional and national electric vehicle deployment strategies across a suite of SIDS.
• Development of best practice guides on cost-reflective rate design for electricity regulators.

Occasional project work may include collaboration with Cadmus's domestic sustainability and energy team, which works on similar efforts in the United States.

• Working independently or with minimal supervision to support research efforts, ensuring consistency, and quality of research methods.
• Working in close collaboration with project managers and principals to ensure timely delivery of project deliverables to clients.
• Conducting research, interviews, and analyses focused on renewable energy, climate, and electricity-related projects, programs, policies, and regulations.
• Clearly and concisely describing results (in Word or PowerPoint) for multiple audiences, ensuring accuracy of content and adherence to format and other pertinent details.
• Supporting technical assistance requests and providing customer services to international government staff, policymakers, international development agencies, corporate or non-profit clients.
• Supporting Cadmus business development via researching proposal opportunities, coordinating proposals, and drafting sections.

Required Qualifications:

• BS/BA in a field related to energy, climate change, sustainability, international development, policy, law, or economics and 2-3 years of related experience. A Masters degree may substitute for some of the work experience requirements.
• Understanding of-or the ability to quickly come up to speed on-concepts related to renewable energy and electricity market regulation and policy.
• Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.
• Excellent writing, verbal communication, and critical thinking skills.
• Strong organizational skills with high attention to detail.
• The ability to effectively prioritize and manage deadlines across multiple simultaneous projects in a fast-paced environment.
• Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and SharePoint. Experience with Google Drive a plus.
• Strong team player that is committed to collegiality and collaboration in the workplace.
• Proactive, responsive, and resourceful, with exceptional problem-solving skills and capacity to coordinate varied activities with supervisors, colleagues, and overseas partners.
• Willingness to work on international projects and travel will be required post-COVID.

Preferred Qualifications:

• Fluency or working proficiency in a second language, preferably French or Spanish.
• Field-based international development experience gained through an academic, professional, or volunteer capacity.
• Experience working with a small but dynamic team in a fast-paced environment.
• Ability and availability to work outside standard US business hours to meet global client needs.
• Experience with research projects either in the technical sector or internationally.
