Summary

Performs core environmental tasks and continuing programs to ensure ongoing regulatory compliance with state and federal regulations in areas that include air quality, waste, and water. Perform and document environmental compliance activities (reports, sampling, and inspections) per permit, plant and department procedures related to compliance with CAA, CWA, RCRA, EPCRA, SWPPP, SPCC regulations.

Essential Functions

Develops and maintains Chugach's environmental programs, procedures, policies, and projects to ensure compliance with Federal, State, and local environmental regulations, statutes, and policies including, but not limited to, the CAA, the CWA, the Resource Conservation and Recovery Act (RCRA), the Toxic Substances Control Act (TSCA), the Solid Waste Act (SWA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Ensures environmental permits and plans for Chugach facilities including Spill Prevention Control and Counter Measure (SPCC) Plans, Storm Water Pollution Prevention Plans (SWPPP), Title V Air Quality Control Permits, National Pollutant Discharge Elimination System (NPDES) permits, solid waste disposal permits, and public drinking water systems permits. Reviews plans to ensure they are updated or renewed on time and are maintained in compliance with environmental regulations.

Serves as Chugach's representative during facility inspections or other official inquiries by regulatory agencies regarding Chugach's compliance with environmental regulations.

Remains abreast of current and proposed environmental regulations, rules, policies, and procedures affecting Chugach's operations and informs staff members of changes in regulatory programs. Provides technical review, coordinates legal review, and provides written and oral comments on proposed regulations to regulatory agencies. Prepares positions papers, briefing papers, and presentations on current and proposed regulations.

Provides technical information, assistance, and review to Chugach staff regarding environmental programs, policies, and regulations to ensure the projects meet environmental compliance requirements..

Conducts facility inspections and internal auditing to ensure compliance with environmental regulations and facility operating permits. Investigates discharges to the environment and impacts to the environment relating to handling, transporting, and disposal of toxic or hazardous materials. Determines root cause of discharges and develops preventative measures to avoid future occurrences.

Provide project management support for company projects having environmental impact and/or subject to environmental requirements.

Processes environmental permit applications, project documents, reports, and certification statements for Chugach projects. Oversees application review process with regulatory agencies to ensure required permits are obtained in a timely manner.

Responsible for environmental studies for Chugach projects including environmental assessments, environmental impact statements, site investigations, and current and historic spill investigations. Prepares other studies and permit documents as necessary to ensure Chugach's environmental compliance.

Relationships

Internal
  • Chugach staff and employees: Interfaces with and provides environmental support to. Promotes an understanding and appreciation of environmental responsibility and compliance activity.

External
  • Government Agency Personnel: Serves as a representative, contact, and liaison between Chugach and environmental government agency personnel. Develops and maintains sound professional relationships with representatives of Federal, State, and local regulatory agencies involved in environmental oversight and compliance. Provides written and oral documentation to support Chugach's regulatory position.
  • Private Organizations: Serves as liaison between Chugach and special interest groups addressing environmental matters and promoting a professional culture demonstrating to outside organizations Chugach maintains business practices consistent with Federal, State, and local environmental requirements and provides information as necessary.
  • Consultants/Contractors: Reviews and selects consultants/contractors to complete environmental work. Serves as project manager and/or field supervisor for environmental contractors completing environmental work.

Competencies
  • Must be knowledgeable of federal, state and local environmental laws, regulations, rules, policies, and statutes. Must be knowledgeable of the interrelationships between agencies and the legislative process.
  • Must have knowledge and experience in permit application and approval procedures, air and water quality monitoring, hazardous material handling, transporting, storage, sampling, testing, and disposal.
  • Must have knowledge and experience with budget preparation and management.
  • Must possess strong leadership skills in both the office and field environments and be able to effectively direct crews and contractors.
  • Must be a skilled written and oral communicator with ability to research and interpret regulatory and technical data and address large groups of technical and non-technical people.
  • Must be able to manage time effectively, to function independently, and to make prudent management decisions regarding environmental regulations, staffing, and budgets.
  • Must possess ability to develop and implement environmental permits, policies, and procedures. Must be able to provide current information and brief personnel on applicable environmental laws, regulations and requirements.
  • Must possess the skills to prepare environmental briefing papers, impact analysis, permit applications, letters, reports, and memos.

  • Work Environment

    Work is performed in a standard office environment. Some irregular hours and working conditions, including weekends and fieldwork are to be expected. Some road and light aircraft travel in inclement weather is involved. Occasional exposure to hazardous noise is possible.

    Minimum Qualifications and Experience

    Education

    A Bachelor of Science Degree in engineering is required. Major in environmental or civil engineering with hazardous material, environmental permitting, and air quality background.

    PE required.

    Experience

    5 years of progressive work experience in the environmental field in at least 5 of the following areas is required: air quality, water quality, hazardous materials handling, solid waste, hazardous waste disposal, PCB compliance, and environmental analysis preparation. Experience with utilities and/or environmental agencies preferred.
