JOB SUMMARY
Responsible to ensure the facilities of all operating companies are in compliance with all federal, state, city and local environmental regulations. Maintain the permits for all above and below ground storage containers. Serve as the resource for facilities and management during environmental inspections and during notices of violations to ensure that all facilities are safe and in accordance with all environmental laws and regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve as SME regarding registration requirements for all chemical storage and under and above ground storage tanks to ensure facilities of all operating companies remain in compliance with local, state, and federal environmental rules and regulations. Review local and state agency permits for renewal and authorize payments for distribution to applicable facilities.
- Serve as the SME and provide technical support to facilities with any environmental questions regarding above and underground storage tanks.
- Develop action plans and assist facilities with storage tank inspections by various regulatory agencies to maintain compliance. Be able to answer questions the facilities may have, and if the facility is found to be out of compliance provide problem solving solutions in preparation of or follow up to inspections.
- Educate facility personnel to maintain compliance with environmental rules and regulations and also for regulatory inspections to ensure management and employees are trained and knowledgeable of them. Support facilities, conduct research and provide solutions in the case of violations resulting from inspections by regulators and from fuel system testing.
- Work independently with State, County, and City regulators and respond to Notices of Violations to bring the facilities into compliance. Serve as Team Leader and organize and develop responses to Notices of Violation within required regulatory deadlines to prevent costly penalties and fines.
- Create informational and training materials to educate terminal employees and Internal Audit on environmental regulations.
- Serve as the SME regarding the Tier II, Community Right-to-Know, reporting requirement, and work independently with facilities to ensure that they meet the reporting requirement deadline.
- Have the educational and technical expertise, knowledge and experience to develop, prepare, and maintain departmental information spreadsheets or databases. These spreadsheets or databases include information regarding environmental expenses, fuel systems, permits, Spill Prevention, Control and Countermeasure plans, and registrations. Must be able to have the technical expertise to troubleshoot any problems with these databases.
- Be a liaison and facilitate environmental compliance efforts with cross-functional departments within the FRC. Serve as SME regarding environmental compliance subjects such as SPCC plans, tanks, registrations and permits, and environmental expenses.
- Oversee and manage the proper coding and processing of environmental invoices by the Senior Properties Specialist in the Properties Department. Provide problem solving solutions and troubleshoot any issues the Senior Properties Specialist has with coding, processing and unpaid invoices.

MINIMUM REQUIREMENTS
- Bachelor's Degree or equivalent combination of education and work experience.
- Experience using MS Office applications (Word, Excel, Access and PowerPoint).
- Effective verbal, written, and interpersonal communication skills.
PREFERRED QUALIFICATIONS
- Five (5) years' experience working with EPA regulations.
- Experience in the Transportation industry.
- Demonstrated knowledge of under/above ground storage tanks.
WORKING CONDITIONS
This job operates in a professional office environment indoors. Routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
PHYSICAL DEMANDS
The position requires the ability to spend long hours sitting or standing while using office equipment and computers. Ability to perform repetitive tasks such as typing and keying. Occasional lifting, pushing/pulling, carrying 10 lbs of supplies and materials is required.
