The Division of Water Resource Management is accepting applications for an Environmental Specialist III position under the Phosphate Management program in Tampa, Florida.

The Phosphate Management program implements Florida's laws for the sound and effective regulation of phosphate industry related activities and impoundments such as phosphogypsum stack systems and clay settling areas. The program is designed to ensure protection of Florida's surface and ground water resources under the state's industry specific regulations adopted pursuant to ss. 403.4154 and 403.4155, Fla. Stat. The primary activities that are regulated include phosphate mining activities, including waste clay disposal; and mineral processing facilities focusing on the construction, operation and closure of phosphogypsum stacks systems. The environmental closure liability for closure of phosphogypsum stacks systems in Florida is in excess of $1.5 billion dollars. The program is specifically responsible for the wastewater and stack system closure permitting, and enforcement of wastewater management and discharges associated with phosphate mining, mineral processing, and the manufacture of phosphatic fertilizers, and oversight of financial assurances are provided for the ultimate closure of phosphogypsum stack systems. The laws for phosphate mining & processing activities are implemented primarily through Chapters 62-4, 62-620, 62-671, 62-672, & 62-673, Fla. Admin. Code.

This position serves to assist the program's Environmental Administrator and other staff in ensuring all compliance activities are performed in accordance with state and federal requirements.

Duties & Responsibilities:
  • Serves as the program's Staff Biologist and Quality Assurance Officer. Provides technical support in the review of permit applications and compliance submittals associated with biological evaluations associated with discharges from permitted facilities to surface waters of the State, in a timely manner to assure proper implementation of applicable rules, policies, and procedures. Assists the Program Administrator in identifying deficiencies and makes recommendations for improvement.
  • Coordinates with the Department's Wastewater Compliance Evaluation section in Tallahassee, the Division of Environmental Assessment and Restoration, other agency and local programs, and regulated facility representatives in the review of submittals to demonstrate compliance with the Numeric Nutrient Criteria.
  • Performs ecological sampling to determine impacts of pollutants (including thermal and chemical impacts) on the biota of state waters. Perform reviews of permit applications, enforcement documents, and related data and documents pertaining to potential impacts associated with discharges to surface waters of the state, and provide recommendations to staff.
  • Perform compliance inspections and draft NPDES permits as assigned. Represent the Department at public hearings, meetings, conferences and workshops on issues associated with the Phosphate Management program.
  • The incumbent in this position is expected to maintain expertise on the statutes, rules, and policies related to this program.
  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Departments Standard of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.


Knowledge, Skills & Abilities (KSA's):

Essential:

• Knowledge and skill to perform ecological sampling, analysis, and monitoring of biological resources.

• Knowledge of FDEP sampling SOPs, and skilled in the operation and calibration of water quality field instruments.

• Ability to analyze, evaluate and interpret scientific and technical data.

• Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.

• Ability to prepare technical reports.

• Ability to use personal computers.

• Ability to work independently.

• Ability to interact with coworkers and the public in a tactful and courteous manner.

• Ability to be adaptable, flexible, resourceful and to maintain a positive outlook

• Ability to manage workload in order to meet statutory time clocks and internal deadlines.

• Ability to effectively communicate verbally and in writing.

• Ability to travel, including single-day and multi-day trips.

• Ability to maintain a valid Class E Florida driver's license.

Preferred:

Certification in the performance of biological evaluations such as Habitat Assessment (HA), Stream Condition Index (SCI), and plant identification.

Minimum Qualifications:
  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences Bachelors or advanced degree in biology, Environmental Science or related natural science.
  • Must have a valid Florida driver's license.
  • Two to three years of professional experience working at Phosphate industry facilities ( Preferred Qualification ).
