Eagle Mountain City has consistently been one of the fastest growing cities in Utah during the last two decades and has a current population of approximately 46,000. The City is ranked 3rd in Utah for total land area, which provides many exciting master-planning opportunities. In coming years Eagle Mountain will see an infusion of jobs, retail development, offices, hi-tech / industrial development, and a variety of residential projects, and city planners will continue to play a vital role in guiding this development to improve the quality of life for all the City's residents.

ESSENTIAL FUNCTIONS:

Manages review of the various land use and development applications, including master development plans, master development agreements, rezones, master site plans, site plans, preliminary plats, final plats, conditional uses, as well as general plan amendments and amendments to the City Code. Updates, revises, and drafts ordinances and resolutions relating to land use and growth management; revises or creates language which updates and/or clarifies interpretation and intent of the codes and ordinances. Manages review of building permits, as needed, for verification of setbacks, heights, architecture, etc.

Manages and assists in the development and preparation of Planning Commission and City Council staff reports, agendas, and other information. Coordinates with applicants, presents to Planning Commission and City Council on a regular basis. Manages the Development Review Committee (DRC) and regularly attends the meetings. Conducts field inspections of projects during review process and during construction, for compliance with City ordinances and conditions of approval imposed by the City. Participates in project review meetings with various city departments and developer representatives and identifies problem areas related to zoning standards and negotiates options for compliance.

Coordinates with other departments concerning updating of impact fees, impact fee facilities planning, transportation master plans, economic development plans, and park and open space planning, among others. Fills in for the Community Development Director, as needed, on the Mountainland Association of Governments Technical Advisory Committee. Works closely with regional partners, such as neighboring cities, the Alpine School District, MAG (Mountainland Association of Governments), Camp Williams, UDOT, UTA, Utah Department of Wildlife Resources, etc.

Assists to coordinate the citizen participation process; meets with the public to discuss planning, zoning, and development issues; assists the public to define concerns and presents public questions to management; follows up with public to apprise of city policy and decisions.

Assists in long-range planning efforts as needed related to the implementation of the General Plan objectives and strategies, including updating the General Plan, drafting complex amendments to the City Code, updating the City's zoning districts and zoning map, implementing the recommendations from the Bike and Pedestrian Master Plan, implementing the recommendations from the Parks and Open Space Master Plan, etc.

Assists in the preparation, solicitation, review and administration of contracts for various services funded by the City; researches and prepares grant proposals; monitors funds awarded from grants and completes grant administration requirements.

Attends and participates in professional functions, meetings and classes; researches and stays abreast of Federal, State and local laws, legislation, codes, regulations, environmental matters, and zoning and land-use issues pertinent to planning; Researches best practices and planning strategies, researches and prepares grant applications for various grant opportunities, and consistently updates growth tracking data, forecasting, and analysis of growth and demographics.

Supervises planners and planning coordinators. Resolves concerns with planners related to customer service, job duties, development review, public presentations, dress and behavior standards, etc.; performs employee evaluations on a regular basis; ensures that appropriate training is provided to planners.

Performs related duties as required. Handles the duties of the Planning Director or Community Development Director related to plan approvals, department budgeting, and long-range planning when the director is unavailable.

MINIMUM QUALIFICATIONS:

Education and Experience:
  • Graduation from college with a bachelor's degree in urban planning, public administration or a closely related field; Master's degree in city planning, public administration, or a closely related field is preferred;

AND
  • At least five (5) years of progressively responsible experience performing above or related duties; two (2) or three (3) years in a supervisory capacity is preferred;

OR
  • An equivalent combination of education and experience.


Considerable knowledge of principles and practices of community development, urban planning and design, local government operation and structures; map reading; principles of public relations; personal computers and applications; and ARC View / ARC Info GIS mapping systems; current and long range planning and site plan compliance; site development, zoning ordinances, urban design, environmental protection and architecture; economics, sociology and community organization as applied to urban planning models; relationship between factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; research and statistical methods typically used in the analysis and the evaluation of research data; land use, zoning, federal, state, and local laws.

Skill in the art of diplomacy and cooperative problem solving; the use of various computer programs.

Ability to research relevant information and present the information to the public in a concise and clear manner; supervise daily work programs; supervise the compilation, analysis and preparation of planning related professional reports; coordinate a variety of major projects and programs; plan and organize comprehensive research studies; prepare and present technical reports; direct, motivate, develop, and evaluate subordinates; prepare and present budget estimates; enforce regulations with fairness, tact, and impartiality; interpret codes accurately and effectively; operate personal computer and various software applications (word processing, spreadsheet, design, presentation, etc.); efficiently operate and maintain computer hardware and software, i.e. GIS and related; communicate effectively, verbally and in writing; operate standard keyboard and perform data entry activities; establish and maintain effective working relationships with employees, other agencies, and the public.

Must maintain membership in the American Planning Association. AICP certification desirable. Must possess a valid state driver's license.

SALARY RANGE:

Hiring will normally occur at or near the minimum of the range and not higher than the midpoint of the range, depending on experience. However, applicants will be considered for various positions and are not limited to the Planning Manager title or salary range.

Minimum: $65,728 / year

Midpoint: $83,699 / year
