*Summary of Duties:*
This position is responsible for oversight management of all administration functions within Environment Health & Safety for WSU Spokane Health Sciences and for programs in Yakima, including budgeting, accounting services, business affairs, position control, outside contracts, long range capital planning and related financial and resource services, and oversight of the day-to-day administrative support of activities. This position serves as the primary point of operational and administrative contact for internal and external constituencies.
This position also works in conjunction with the Lab Services group to conduct laboratory inspections, BSL2 inspections, and review of protocols for biosafety.
*Essential Duties: *
*Administration - 35% *
Scope of work to include WSU Spokane and oversight of programming for faculty and staff located in Yakima.

* Administer the day-to-day operations for including setting priorities, establishing and coordinating special projects and providing external and internal communications.
* Serve as a principal contact for administrative concerns and unit activity; monitoring departmental guidelines and policies to ensure compliance with the University, state, and federal laws, policies, and regulations.
* Oversee the analysis of data and preparation of various reports; represent the department in business, financial and related administrative matters
* Oversee the budgeting and fiscal management processes.
* Collaborate with EH&S in Pullman, the Director, Associate Directors, and management staff on strategies for optimizing resources and personnel; provide leadership; participate in the development and implementation of strategic and long-range plans, goals, objectives, policies, and operating procedures; monitor and evaluate the plan's effectiveness; recommend and implement changes for improvement.
* Recommend options for new approaches and cost-effective services.
* Ensure compliance with federal, state, and university policies and regulations, while maintaining appropriate internal control safeguards.
*Management of the EH&S Program - 30%*
Scope of work to include WSU Spokane and oversight of programming for faculty and staff located in Yakima.

* Monitor the effectiveness and participate in inspections of the WSU Safety and Health Programs for compliance with the regulations of the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and other regulatory agencies (Department of Transportation, US Department of Agriculture, Center for Disease Control, etc.)
* Provides EH&S support for WSU's College of Medicine, Nursing, and Pharmacy with a focus on hazards specific to the health sciences including sharps and bloodborne pathogen exposure, ergonomic work practices related to patient management, biohazardous waste collection and disposal, pharmaceutical waste management and controls governing the use of antineoplastic/hazardous drugs.
* Work closely with other administrative offices to assist with compliance related issues and health and safety issues related to faculty, staff, students, and visitors on the WSU Health Science Campuses.
* Work collaboratively with EH&S Directors on other campuses to ensure reporting is completed as required federally and locally.
* Assist with research and clinical laboratory safety programs/inspections and occupational monitoring.
* Direct the EH&S staff in maintaining environmental, occupational safety and health programs. This includes Clean Air Act permits, Clean Water Act, Superfund Amendments and Reauthorization Act, and Resource Conservation and Recovery Act, etc.
* Responsible for assuring timely review of all institutional Safety and Health policies, procedures, and plans allowing individual departments to develop safety procedures/plans to ensure compliance with applicable standards.
* Creates and utilizes various outlines, visual aids, and materials associated with occupational training and education in all facets of EH&S.
*Facilities/Equipment - 20%*

* Provides recommendations on facility, planning, remodeling, construction, and equipment purchases and maintenance.
* Monitors the maintenance of required equipment including autoclaves, hoods, etc.
* Provides oversight for facilities safety, security, environmental health, and auxiliary services.
*Personnel Management - 10% *

* Provide vision, leadership, and direction for staff development.
* Implement and maintain proper personnel practices, policies, and procedures.
* Evaluate, establish, and maintain an organizational structure and staffing plan to effectively and efficiently accomplish the University's and the unit's goals and objectives.
* Coordinate recruitment efforts. Interview and make hiring recommendations.
* Oversee the supervision of personnel, which includes work allocation, training, corrective action, and problem resolution.
* Evaluate performance and makes recommendations for personnel actions.
* Motivate employees to achieve peak productivity and performance.
*Other - 5%*

*Required Qualifications: *Positions require a Bachelor's degree in a relevant field and six (6) years of progressively responsible relevant experience, which has included at least three (3) years of managerial experience. A Master's degree in a related field may be substituted for up to one (1) year of the required experience. Education and experience can be tailored to fit the specific organizational entity/directorial assignment.
*Additional Requirements:*

* Bachelor's Degree in environmental science or environmental engineering or closely related field with progressive experience in the management of environmental health programs.
* Must have or obtain at time of hire, a valid driver's license.
* Demonstrated ability and willingness to communicate effectively with diverse students, staff, and faculty and community members is essential.
* Knowledgeable in current codes, standards, regulations and guidelines to determine the impact on current and future research programs and activities on the Health Science Campuses.
* Certification in a related field (i.e., occupational health & safety, chemical hygiene).
* Computer literate in Microsoft word, excel, and Powerpoint. Ability to maintain a number of Safety and Health databases.

*Preferred Qualifications:*

* Master's degree in environmental science, environmental engineering or closely related field with progressive experience in the management of environmental health programs.
* Previous work experience at an institution of higher education.
* Familiarity with Washington State University academic rules and regulations as well as Environmental Protection Agency (EPA), Occupational Safety & Health Administration (OSHA), National Fire Protection Agency (NFPA), Clinical Laboratory Improvement Amendments (CLIA), Division of Occupational Safety & Health (DOSH), Association of Assessment & Accreditation of laboratory Animal Care (AAALAC), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), American National Standards Institute (ANSI), Center for Disease Control & Prevention (CDC), United State Department of Agriculture (USDA), Department of Homeland Security (DHS), Nuclear Regulatory Commission (NRC), Certified Safety Professionals (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM) and Department of Transportation (DOT).
