Environmental Specialist III

The Division of Water Resource Management is accepting applications for an Environmental Specialist III position under the Mining and Mitigation Program. The Mining and Mitigation Program is responsible for the administration of reclamation, environmental resource permitting, and state 404 permitting programs, as authorized by Chapters 211, Part II, 373, Part IV, and 378 Florida Statutes, and set forth in Title 62, Florida Administrative Code. These rules address the reclamation, environmental resource permitting, and state 404 permitting on lands disturbed by the extraction of mineral resources, such as phosphate, limestone, dolomite, shell, heavy minerals, fuller's earth, clay, gravel, peat, and sand, and the direct participation of other agencies in the regulatory process.

Duties and Responsibilities:
  • Provides technical assistance for Formal Wetland Determinations prepared pursuant to Section 373.421, F.S. using Rule 62-340, F.A.C., and delineations for Waters of the U.S. related to the State 404 Program, on projects as assigned. The assistance includes project management, technical writing, reports and knowledge in the fields of wetland soils, hydric soil identification/delineation, soil terminology, soil mapping, soil taxonomy, soil documentation, plant identification, plant community delineation, plant ecology, plant terminology, plant ecology documentation, wetland hydrology, wetland delineation, wetland functional assessments/documentation, effects of landscape alterations and methodologies used pursuant to Chapters 62-340 and 62-345, F .A.C. Perform field evaluations under all types of weather conditions and transverse rough terrain.
  • Travel is required.
  • Provides technical writing, professional assistance, scientific documentation, and reports to the Mining and Mitigation Program in the fields of wetland soils, hydric soil identification/delineation, soil terminology, soil mapping, soil taxonomy, soil documentation, plant identification, plant community delineation, plant ecology, plant terminology, plant ecology documentation, wetland hydrology, wetland delineation, wetland functional assessments/documentation, effects of landscape alterations and methodologies used pursuant to Chapters 62-340 and 62-345, F.A.C.
  • Appropriately represents the Department in meetings and other forums with other agencies, the legislature, and the public.
  • Maintain strong knowledge of applicable rules, regulations, policies and procedures.
  • Maintain awareness of latest reclamation and restoration technology and native Florida ecosystems.
  • Provide management and other staff members with periodic plans of action and status reports, written or oral, as needed, on assigned areas of responsibility. Assist with updating and verification of applicable files, maps and data accuracy updates or
  • assisting with the updating of files, maps or data.
  • Maintain up-to-date files and computer tracking. Maintain data, statistics, and technology information on all assigned activities and provide to staff, the public, other governmental agencies and the professional community as requested.
  • Perform other related duties as assigned.


Knowledge/Skills/Abilities (KSA's):
  • Knowledge of terminology, principles and analytical techniques of the physical and natural sciences including the fields of wetland soils, hydric soil identification/delineation, soil terminology, soil mapping, soil taxonomy, soil documentation, plant identification, plant community delineation, plant ecology, plant terminology, plant ecology documentation, wetland hydrology, wetland delineation, wetland functional assessments/documentation, effects of landscape alterations and methodologies used pursuant to Chapters 62-340 and 62-345, F.A.C.
  • Knowledge of the Department's regulatory programs.
  • Ability to work in an accurate and timely manner.
  • Ability to work independently and as a team, plan, organize, prioritize and coordinate work assignments; write technical reports and technical documentation; create maps; and set and meet work deadlines.
  • Ability to travel extensively throughout Florida and to work extended hours and endure physically demanding field inspections.
  • Ability to work effectively and well with other staff and the public.
  • Skill in GPS and other mobile technology platforms and aerial photography applications.
  • Ability to maintain a valid driver's license.


Minimum Qualifications:
  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering AND three (3) years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering; OR A master's degree from an accredited college or university in one of the physical or natural sciences or engineering AND two years of professional experience as described above; OR A doctorate from an accredited college or university on one of the physical or natural sciences or engineering; OR Two years of experiences as an Environmental Specialist I or higher with the State of Florida. Professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering can substitute on a year-for-year basis for the required college education.
  • A valid driver's license.
