Versar is seeking a quality-focused Program / Project Manager with strong team building and client relationship skills to oversee projects and develop opportunities within our Columbia, Maryland office. This position is responsible for leading and managing all aspects of the Columbia office's business performance with emphasis on people, projects, and proposals.

The position is organized under Versar's Environmental Services Group (ESG) supporting our Conservation Technical Service Area (TSA) for work primarily with state and local governments, but also federal agencies such as the Department of Defense (DoD), EPA, and NOAA. The successful candidate will provide leadership, operations management, and broad-based multidisciplinary oversight of projects within the Conservation group and be responsible for facilitating internal and client-facing meetings related to project work, client marketing, team building, and training/mentoring junior staff.

Responsibilities

Leadership:

Manage a team of 10-20 scientists working across several natural resources technical areas
Facilitate a positive working environment by enabling professional success through individual and collaborative efforts
Champion the professional development of team members at all seniority levels
Establish a sense of team at the office and group level by promoting collaboration and communication
Identify and support opportunities for Columbia staff to lead efforts critical to the overall success of ESG

Project Management:

Manage the financial performance of projects to meet profitability targets
Engage with project managers to meet and exceed client expectations by providing high quality work on time, within budget, and safely

Business Development:

Lead and support business development activities for the Columbia team including securing new clients and new work to contribute to office and group-level growth
Leverage knowledge and network of clients within the Chesapeake Bay and Mid-Atlantic region to develop new work opportunities

Proposals:

Assist with the development of strategic direction/pursuits for the Columbia office and the Conservation Technical Service Area
Manage proposal development processes, including preparing technical approaches, budgets, and schedules for various state, local and federal clients

Job Requirements

MS degree with 5-10 years of experience in one or more of the following technical areas: stream ecology, watershed assessment and planning, TMDLs, stormwater permits, hydrology, stream / aquatic habitat enhancement and / or restoration
Technical background in natural resources, water resources, biology, aquatic science, fisheries science, and/or coastal engineering fields a plus
Experience in talent management, including managing and leading senior staff and large multi-disciplinary teams
Strong technical writing skills
Excellent oral and written communication skills, as well as strong conceptual, organizational, problem solving, scientific, and research abilities
Ability to work collaboratively with team members and clients and to manage complex tasks simultaneously
Proven track record for developing or expanding programs through client marketing, successful proposal writing, and teaming
Familiarity with state, local, and federal contracting
U.S. Citizenship or ability to obtain security clearance for work on DoD installations
