Environmental Health & Safety Specialist

The incumbent will be responsible for coordinating the construction safety planning process, OSHA compliance and Fire Safety program, completing QA/QC inspections as well as carrying out a variety of safety related operational duties.

Requirements

Manage Environmental Health and Safety aspects of institutional construction projects from design through move-in. This includes management of construction site surveillance program, including checks of every active construction site, follow up of any deficiencies found and documentation of program, construction fire safety, management of weekly construction safety meetings with project managers and construction supervisors to produce Pre-Construction Risk Assessments, permits and life safety compliance documentation and management of PCRA website for the production of permits. Update Construction Safety manual annually.
Oversee OSHA compliance for Institute: policies & procedures, training content, regulations, and documentation retention.
Oversee and document OSHA compliance in Facilities shops, including respirator program, lock-out/tag-out program, job safety analyses, hazardous materials management, Confined Space Program, PPE, and employee exposure monitoring through sampling and investigation.
Oversight and provide oversight for DFCI's Department of Transportation (DOT) compliance assurance program, including Fleet safety and all regulations found at 49 CFR
Participate in change management processes and process/job hazard analyses to identify health & safety issues / opportunities. Develop, manage, and conduct worksite evaluations, risk assessments, inspections, audits, investigations, or surveillance surveys for the assigned
Take the lead in incident investigations, root cause analysis, and action item completion. Complete items as assigned
Provide administration for DFCI Construction Safety, Fire Safety and Facilities Quality Assurance and Performance Improvement program, including an annual Quality Improvement Project and regular data submission to the Institutional Safety Committee.
Coordinates and provides administration for construction safety, OSHA compliance and DOT compliance.
Provide coordination between the Facilities Operations, Planning Design and Construction and Environmental Health and Safety.
Identify action-based EH&S goals to support achievement of targets and objectives
Perform on-call duties as required
Perform additional duties as required

Qualifications

HS Diploma required: Advanced degree preferred
Minimum 5 years of experience (preferably in healthcare and/or biotechnology) in construction or general industry safety, fire protection, Facilities Operations, or environmental health and safety
Must be able to examine exhaust mechanisms, duct work and laundry chutes in hard-to-reach areas such as ceilings, utility spaces, mechanical rooms, and roofs;
Must be able to climb ladders and fire escapes (e.g., to ensure usable, unobstructed escape routes are maintained, access ceilings for penetrations and other risks);
Must be able to kneel, stoop, and crawl into tight areas such as crawl spaces housing mechanical fixtures (e.g., to assess equipment and assess risks);
Must be able to climb over or under pipes, ductwork or other obstructions.
Must have a current driver's license.

ADDITIONAL KNOWLEDGE, SKILLS & ABILITIES PREFERRED:

Knowledge of OSHA, DOT and Joint Commission requirements a plus
Experience with or knowledge of the Joint Commission's Physical Environment, CMS's Conditions of Participation and Mass. Dept. of Health design regulations (preferred).
Experience in engineering, hazardous material, waste management, fire protection, fire safety, building maintenance, building construction, architectural science, compliance, safety and/or related (highly desired).
Experience in emergency management, hazardous material spill and on-call response (highly desired).
Experience in policy writing and project management (highly desired).
Experience in change management (highly desired)
OSHA 30 (highly desired)
Current ASP or CSP certification. (highly desired)
Excellent communications and organizations skills;
High level of motivation and the ability to work in a fast-paced environment with little supervision;
Must be able to work independently;
Ability to work on multiple projects in a matrix team environment;
Maintain current knowledge of Joint Commission Environment of Care standards including the Life Safety Code© (NFPA 101) and other relevant NFPA standards and requirements;
Must be able to stand for long periods of time, walking lengthy distances, lifting, climbing, stooping, pulling, kneeling, and pushing to adequately inspect and observe all facilities, equipment and procedures, such as emergency exit procedures, remote storage facilities, and any areas where cleanliness may affect the possibility of infection, medical equipment, etc.;
