Independent Strategic Management Solutions, Inc. is seeking a mid-level candidate with 12-15 years of experience to fill a full-time RCRA and Project Management position. This position requires an environmental consultant with significant Hanford site-wide RCRA permitting experience. The successful candidate requires substantial experience in regulatory permitting, analysis, and evaluation combined with strong project management and written communication skills, the ability to organize and track regulatory permitting commitments and contract deliverables, perform trending analysis and evaluate regulatory oversight data and information.

SCOPE
The candidate will support the client in fulfilling its RCRA oversight responsibilities including the following:

• Environmental Reporting -provide analysis and review of environmental reports for submittal to the regulatory agencies in accordance with environmental requirements applicable to Hanford. For example, the RCRA 3016 Report, Annual RCRA Permit Noncompliance Report, RCRA 3016 Report, and Annual RCRA Permit Pipeline Mapping & Marking Report.

• Regulatory Permits - provide support to client's oversight and management of RCRA permitting requirements.
• Environmental Compliance Inspections - provide inspection support to client that ensures compliance with respective environmental regulations and permits such as RCRA, and the Annual Hanford Facility RCRA Permit Inspection.
• Technical Assistance - provide support to the client in the development of regulatory, permitting, compliance, and TPA policy and strategy as well as regulatory analysis, guidance, recommendation, and responses; and hosting regulatory agency personnel visits associated with RCRA requirements.

DELIVERABLES
All deliverables must meet established milestones as determined by the client or his/her designee.
The contractor shall provide written (primarily in the form of emails and reports, as required) and verbal communication (primarily in the form of briefs to staff) regarding environmental activities.
The contractor shall perform environmental reviews/evaluations/inspections, as necessary.
The contractor shall support the client in day-to-day environmental activities responding to regulatory oversight at Hanford.

LOCATION
Remote work is expected through the end of the fiscal year due to the Pandemic. After this, work will be in Richland, WA.

QUALIFICATION REQUIREMENTS
The candidate shall possess the following or equivalent qualifications:
12 years of relevant experience in the field of environmental permitting, inspections, and regulations.
Bachelor's degree in a relevant field of study;
Significant experience with RCRA permitting requirements;
Experience in conducting environmental inspections, evaluations, assessments, and management reviews;
Exceptional knowledge of the Hanford site;
Environmental Management complex experience;
Experience working with and negotiating with regulatory agencies;
Ability to interact with diverse parties with multiple, potentially conflicting, interests;
Well-developed interpersonal skills including the ability to work with individuals and groups of diverse backgrounds in person and by telephone;
Excellent written and oral communication skills;
Skilled in problem identification and resolution; and
Must be a U.S. Citizen.
