Job Description:
Both NOAA Fisheries and fisheries management more generally call for statistically robust, timely information on vulnerability and resilience of communities reliant on, and engaged, with fisheries. Such information is used to support social impact, integrated ecosystem and climate-oriented evaluations and assessments. NOAA Fisheries social scientists have collaboratively developed Community Social Vulnerability Indicators (CSVIs) and coordinated their efforts to improve, enhance and adapt these measures to respond to, and anticipate, management needs. This decade-long effort features a set of national indicators of fishing community well-being for over 4,600 coastal communities in 23 states. The development of these indicators has allowed for simultaneous national level and regional analyses supporting both NOAA Fisheries objectives and the goals of regional management bodies. To continue the effective use of the CSVIs in these arenas, it is necessary for NOAA Fisheries to develop the salience and efficacy of these measures, enhance their application with new data and measures that address environmental justice (E.O. 12898), climate change concerns (Sec. 219 of E.O. 14008), and new metrics that address racial equity (E.O. 13985) issues in underserved coastal communities.

Specific activities include:

Conduct literature review on environmental justice (EJ) and racial equity (RE) concepts and methods as they relate to fisheries management and climate change (CC)
Evaluate secondary data sources (e.g., EPA, BLS and CDC) for data to develop new metrics
Collaborate with NOAA Fisheries to develop EJ and RE indicators at appropriate geographic scales (e.g., community, tract and/or block levels)
Collaborate with a multidisciplinary team to develop new metrics
Communicate results in co-authored reports and manuscripts
Present results at professional meetings as needed
Develop and maintain documentation and metadata

Required Skills:

Must be able to obtain a Public Trust Clearance
Bachelor's Degree (Graduate Degree preferred)
Eight years of experience
Experience with Geographical Information Systems
Experience conducting statistical analyses
Excellent Communication skills
Ability to adapt, be proactive, take direction and maintain follow through to task completion
