Job Summary
Amentum is currently searching for an Environmental Specialist for their facility near Carlsbad, New Mexico.
This is a government contract to the U. S. Department of Energy (DOE) supporting the Waste Isolation Pilot Plant (WIPP).
The Regulatory Environmental Services branch of Amentum in Carlsbad provides regulatory technical expertise on all facets of federal and state regulatory requirements. For this position, the work scope primarily pertains to review and oversight of completed record inspections that are required by the state of New Mexico. Thus, this specific position as an Environmental Specialist, will be for work scope that supports the accountability of WIPP organizations performing accurate specific inspections of a wide variety of systems that are required by the New Mexico Environment Department, Hazardous Waste Bureau. This Bureau issues to the WIPP a Hazardous Waste Facility Permit. Therefore, this solicitation for applicants provides the overarching areas of work scope delineating the overall job scope applicable to the applicant.
This position will require the individual to be trained and obtain a working knowledge of the WIPP Hazardous Waste Facility Permit, with specific emphasis on the required inspections. This position requires weekly interactions with those work groups that conduct the required inspections ensuring that the inspections are complete and that the staff who performed the inspections were trained to the specific requirement for the inspections. At least annually there is an unannounced inspection by a regulatory agency, supporting this approximate week long inspection is essential to this position.
This position will be to conduct periodic assessments of the groups that conduct the inspections and perform a more comprehensive review of the complete inspection process for full implementation verification, and to implement any pertinent process improvement opportunities.
Compiling data files of various positions identified in the WIPP Hazardous Waste Facility Permit and ensuring that the staff identified in the training files and databases are trained and current with their training requirements, will be an important work scope element.
There will be, special projects that are required. The gained knowledge of performing the work scope identified in these areas will be of value in assisting with the report development and final conclusions reached.
The successful candidate will have the opportunity to interact with a multidisciplinary personnel with experience in waste management, analytical chemistry, database management, waste characterization, waste packaging, shipping, and waste disposal.
As the selected candidate, they must be a self-starting problem-resolver with the ability to interact with other organizations. Job functions will be carried out with minimum supervision in a fast-paced environment requiring close cooperation, adaptability, initiative, and willingness to accomplish the mission and the goals of the Site Environmental Compliance team.
The candidate will have latitude for independent action and decision-making in areas of assigned responsibilities and be able to concurrently manage multiple tasks, as noted below:
Past experience in regulatory applications, audits, and assessments will be of value.
A working knowledge of relevant environmental regulatory policies associated with waste management.
Experience in working with environmental regulations.
The selected candidate must be willing to commute to the WIPP site from Carlsbad or Hobbs, New Mexico, or other outlying communities. The work location at the WIPP facility is a 45 minute commute from Carlsbad, or Hobbs, New Mexico. It is anticipated that after the COVID pandemic that transportation buses will again provide employees with commuting transportation services
There will at times be field work associated with inspection verifications.
Occasionally, casual overtime is required when special projects are to be worked
At times underground inspections will occur at the WIPP facility in the mine 2150 feet below the surface
