Classification: This is a managerial, exempt-level position


Overview:

IBTCI is seeking a motivated Senior Manager, Monitoring, Evaluation, Research and Learning (MERL) for our CCG Practice to support its international development work. CCG current priorities include work in Humanitarian/ Disaster Assistance as well as Conflict Prevention and Stabilization. The position tasks include technical delivery, program management, and business development, with an emphasis on MERL. This position will be based in our Headquarters in Vienna, Virginia. The Senior Manager is expected to proactively contribute to the management and ongoing success of IBTCI.

Essential Duties/Tasks and Responsibilities:

Technical Work:
  • Participate as a mid-level team member on projects for monitoring, evaluation, research, and learning and related scopes of work. With minimal supervision, perform tasks that may include:
  • Design and review of MEL Plans;
  • Research Design;
  • Development of research and data collection tools;
  • Development of work plans;
  • Management of evaluation/survey teams;
  • Data quality analysis;
  • Strategic advice; and
  • MERL training.

Project and Staff Management:
  • Collaborate with Project Directors on mid-level tasks on existing projects such as:
  • Review of technical deliverables;
  • Performance of administrative, recruitment, logistical and operational tasks; and
  • Carry out periodic field visits.
Direction of small projects (of no more than $800K). Tasks could include:
  • Manage contract implementation including research/technical, logistical, budgetary and operational aspects of contract;
  • Initiate development of consultant and sub-contractor contracts and purchase order agreements;
  • Manage relationships with client, field and U.S. and internationally-based consultants and sub-contractors;
  • Manage consultant recruitments for short and long-term positions;
  • Ensure submission of high quality, timely reports and deliverables (from staff and consultants) to clients and guarantee the quality of the final output; and
  • Monitor project budgets and realign when necessary.
Supervise home office and field staff (including Evaluation Team Leaders, Program Associates, etc.), and consultants.
Business Development:
  • Collaborate with senior staff on larger business development initiatives/proposals.
  • Serve as technical lead/writer on small proposals (no more than $800K). Tasks could include:
  • Initiate and follow through on new business development opportunities;
  • Participate in proposal preparation activities;
  • Collaborate on technical and non-technical sections of proposals;
  • Represent IBTCI in business development or project implementation meetings with partners and/or clients;
  • Manage consultant recruitment for proposals and short-term technical assistance activities; and
  • Serve as point of contact on the technical side for partner organizations.

Other duties as assigned.

Minimum Requirements:
  • Ten (10) years of relevant experience with an advanced degree; fifteen (15) years of experience with a bachelor's degree;
  • Four (4) years of experience in monitoring and evaluation;
  • Technical experience in more than one technical area prioritized by CCG with a priority given to the Humanitarian / Disaster Assistance (food and no-food aid);
  • Demonstrated experience supporting and managing government-funded contracts;
  • Demonstrated familiarity with MERL-related activities such as performance monitoring, evaluations study design, sampling, qualitative and quantitative analysis, instrument design, field survey management and authoring reports;
  • Experience in several business development functions: capture strategic bid design, bid management, teaming/partnering, research, recruitment, proposal writing, proposal review, and providing technical input for costing, staffing, etc.;
  • Ability to deal sensitively in multi-cultural environments and build effective working relationships with clients and colleagues;
  • Strong oral and written communication skills;
  • Proven ability to meet deadlines;
  • Willingness and ability to travel to fragile and conflict-affected areas; and
  • Oral and written fluency in English.

Education: Bachelor's Degree in International Affairs, Social Sciences or other related fields required; Master's degree highly preferred.

Preferred Knowledge, Skills and Abilities:
  • In-depth knowledge of USAID's evaluation policy and Collaborating, Learning and Adapting (CLA) requirements;
  • Experience with non-USAID donors, including DOS, MCC, and/or other international and domestic government donors preferred;
  • Experience in working in different implementing mechanisms including contracts, cooperative agreements, and grants.
  • Experience working with a diverse group of stakeholders including donor/development organizations, government officials, civil society leaders, community leaders and project beneficiaries;
  • Experience leading teams and/or clients in planning and project design; and
  • Experience in/knowledge of data collection tools and processes, to include use of mobile technologies and GIS mapping.
  • Fluency in languages with priority given to Spanish and French.


Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
