RTI International's Integrated Learning Solutions Practice Area within the International Development Group seeks experienced individuals to support efforts in blended learning designs and multifaceted learning solutions for a USAID-funded training and capacity building contract. This is a this is a term assignment, ending in September 2021.

The Instructional Systems Designer (ISD) will support, under the direction of the Task Order Manger a) multifaceted curriculum analysis and content mapping, and b) analysis, design, development, and evaluation of learning solutions, such as, vILT/ILT, eLearning, microlearning, and performance support tools. The role requires the ability to conduct needs analysis to uncover learner and organizational needs, identify performance gaps, and design effective learning solutions. The ability to manages ones' time effectively and to complete assigned tasks according to the amount of project hours provided is essential to this role.

The ISD keeps abreast of and applies industry standards/methodology and research/theory (i.e., training, science of learning, and cognition). The ISD is adept at working in both agile (SAM) and waterfall (ADDIE) environments and expected to support, under the direction of the Task Order Manager, multiple projects and demonstrate a hands-on behavior during all SAM/ADDIE phases.
The position will report to the Chief of Party/Project Manager.

SPECIFIC RESPONSIBILITIES:

Designs blended learning solutions, using creative, innovative, and evidence-based approaches and works with subject-matter experts to develop dynamic learning solutions and curriculum for ILT, vILT, eLearning, and performance support solutions that are in adherence with any provided documentation standards; to include:
ILT to vILT conversions
Performance support tools
Content sequencing and outlines
Detailed storyboards
Prototypes
Final deliverables
Training of trainer
Solicits and incorporates feedback from subject matter experts and assesses feedback to make appropriate changes to learning solutions.
Supports, (under the direction of the Task Order Manager) the multi-faceted curriculum analysis and content mapping including research, document reviews, Zoom interviews/focus groups, information gathering sessions, and final report authoring to include recommendations.
Ensures the creation of all learning solutions maintain high standards of excellence in design, instructional soundness, and meet the learning needs within the project parameters (e.g., time, budget, learning objectives)
Identifies and champions creative thinking to design and develop advanced learning methods to engage learners, continuously striving to use new and inventive ways to facilitate learning.
Follows workplans (MS Project) and learning designs to support the proposed learning approach.
Supports train-the-trainer sessions, pilot sessions, and course overviews, as necessary.
Labor Rate of Pay: Final rate will be negotiated based on relevant/related experience.

Qualifications:

Master's degree in Instructional Design, Education, Organizational Development, Communication, International Development or other related fields with at least 6 years of experience required in the design and delivery of learning programs; OR a Bachelors degree with at least 10 years of experience in the design and delivery of learning programs.
Experience in instructional design with a focus on blended learning, microlearning, and badging.
Fluency and demonstrated experience in eLearning authoring programs: Articulate Storyline (preferred) and Adobe: Captivate, Premiere, Connect.
Experience in e-learning design and development (i.e., Articulate Storyline), webinar production, and/or in-person facilitation.
Knowledgeable in application of learning theories (e.g., adult learning, neurolearning) and leading-edge instructional design methods.
Demonstrated fluency with Microsoft Office Suite including Word, Excel, and PowerPoint.
Experience in cross-cultural environments required.
Outstanding interpersonal skills that build relationships at all levels across the organization with a high capacity for influence, collaboration, and consensus.
Excellent organizational, verbal, written and interpersonal skills.
Ability to work in a fast-paced environment; meet deadlines and multitask.
Attention to detail; ability to manage timelines; flexibility and responsiveness.
Fluency in English.
Ability to receive United States government security clearance.
Ability to travel both domestically and internationally, as needed.
To qualify, applicants must be legally authorized to work in the United States and should not require sponsorship for employment visa status, now or in the future.

Preferred Qualifications:

Experience with U.S. government contracting - in particular, USAID - is preferred.
Experience in international development preferred.
Experience working on international development projects is preferred.
Individuals with active USG security clearance will be preferred.
