Compliance Manager - Environmental Services (direct hire)

*Overview:* Kelly Services® is seeking a motivated, enthusiastic individual to join our client's team as a Compliance Manager. This is a direct hire position based in Lancaster, PA with a leader in providing environmental services to a wide variety of clients.

A Compliance Manager is responsible for completing all aspects of projects for industrial clients related to regulatory, environmental, and health & safety compliance. Compliance Managers are expected to ensure the quality of all work that is performed and understand current and upcoming compliance regulations. Work is performed with direction from senior level personnel, under the general supervision of the Principal of Compliance Services.

*Duties & Responsibilities:*

- Understand and perform all job tasks necessary to complete assigned projects' scope of work. Activities include: perform compliance audits at industrial & commercial facilities; prepare Tier II and Form R reports; develop Spill Prevention Control & Countermeasure (SPCC) plans, storm water plans, and pollution prevention contingency (PPC) plans; prepare air permit applications, wastewater discharge permits, hazardous waste reports, health and safety programs, and risk management plans; conduct stack testing, IH sampling, and noise monitoring; and design and install various environmental systems (e.g., ventilation, storm water, industrial wastewater).

- Perform regulatory and technical research and interpretation; prepare regulatory agency required compliance reports; and conduct enforcement negotiations.

- Manage all aspects of projects including budget, estimating, scheduling, field activities, data interpretation, and client interaction. Maintain project momentum.

- Manage project team member resources (compliance specialist, administrative personnel & senior regulatory expert) and subcontractors in the context of completing projects and to achieve project related goals.

- Prepare the highest level of technical quality on written reports before submission for final, senior review.

- Evaluate, select, and schedule subcontractors.

- Provide technical support on accounts. Prepare/manage the completion of compliance reports, updating of plans, sampling activities, etc.

- Act as a liaison between the client and federal, state, and local regulatory agencies.

- Interpret existing regulations and develop strategies to ensure client compliance.

*Required Experience & Skills:*

- Requires 2+ years of compliance experience in environmental consulting or industry and a bachelor's degree in environmental science or a related field.

- OSHA Hazwoper 40 Hour Certification and/or General Industry 10 or 30 Hour Certifications are a plus.

- Knowledge of environmental permit regulations is a must.

- Business development experience, Health & Safety experience, and knowledge of state regulations is a plus.

- Strong computer and verbal/written communication skills are a must.

- Calibrate and use various types of field equipment.

- Perform mathematical calculations and data management.

- Collect, record, and evaluate scientific data.

- Interpret EH&S regulations and prepare regulatory reports for a wide variety of industrial and commercial facilities.

*Additional Requirements:*

This role requires the use of a personal or company vehicle on company business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, have an acceptable driving record and receive a medical clearance from a baseline physical.

This role also requires travel to various client locations. Travel typically involves day trips within the state or neighboring states, resulting in longer work days; and may include extended and/or further travel, resulting in multiple days and overnights. Long distance drives and air travel may be required.
