The Environmental Policy Analyst for Federal Environmental Permitting will support the Federal Permitting Improvement Steering Council in ensuring continuous process improvement across the Federal permitting process for some of the most complex infrastructure projects across the nation. The successful candidate will use research, data analytics, performance metrics, and identified best practices to support increased efficiency, predictability, and transparency of the Federal environmental review and permitting process for major infrastructure projects.

The Environmental Policy Analyst for Federal Environmental Permitting will support the Federal Permitting Improvement Steering Council in ensuring continuous process improvement across the Federal permitting process for some of the most complex infrastructure projects across the nation. The successful candidate will use research, data analytics, performance metrics, and identified best practices to support increased efficiency, predictability, and transparency of the Federal environmental review and permitting process for major infrastructure projects.
Professional Qualifications/Skills
- A bachelor's degree and three (3) to ten (10) years of relevant experience.
- Deep knowledge of and experience with Federal environmental reviews, authorizations, and permitting, including but not limited to the National Environmental Policy Act (NEPA), Endangered Species Act, Clean Water Act, National Historic Preservation Act, and their associated agency implementation guidance.
- Specific focus on permitting for large, complex infrastructure projects in key sectors covered under Title 41 of the Fixing America's Surface Transportation (FAST) Act (FAST-41) (e.g., renewable energy [solar and wind], electricity transmission, pipelines, ports)
- Thorough understanding of permitting schedules and timelines, the relationships between multiple permits (i.e., dependent and concurrent permitting processes), and cost accounting for the permitting process.
- Experience using qualitative and quantitative analytical skills to assess and improve program effectiveness.
- Experience analyzing organizational, operational, regulatory, and management challenges to identify and overcome barriers and improve large organizations.
- Experience preparing executive-level briefs and presenting information to high-level personnel.
- Ability to track multiple priorities across multiple work streams with a focus on proactive problem solving on complex and sometimes controversial projects.
- Experience with environmental policy research, analysis, and recommendations, including cost/benefit analysis.
- Experience with Federal inter- and intra-agency coordination and communication.
