RECON Environmental is an employee-owned company of ‘specialists’ representing one of the largest and most established environmental consulting service firms in the Southwest.  Founded in 1972 with the emergence of the National Environmental Policy Act and the California Environmental Quality Act, we have provided more than four decades of continuous service to our valued clients in the federal, public and private sectors.   We are located in the Bankers Hill area in San Diego.    We are currently looking for a mid to senior-level biologist/regulatory specialist to join the San Diego office team. This is an excellent career opportunity to work as part of an outstanding consulting group for a wide variety of public and private projects primarily in Southern California.

You will work closely with technical and management staff on project tasks and on marketing and business development initiatives. You will serve as a project manager, proposal manager, technical lead (i.e. Project Biologist), and supporting team member for a wide range of biological resource analyses studies, and compliance oversight tasks.

The ideal candidate will be service oriented, a motivated self-starter and have previous project management experience, experience with coordinating field survey crews and construction monitors, experience with agency coordination (CDFW, USFWS, Army Corps, etc.) and leading environmental compliance programs.   Excellent multi-tasking skills will be necessary to be successful in this position.   The ideal candidate must also have proven capabilities to independently conduct field work including: environmental monitoring, habitat assessments, expertise in San Diego MSCP consistency analyses, waters and wetlands delineations, vegetation mapping, general botanical surveys, and sensitive plant species surveys throughout southern California. Practical experience and familiarity with various state and federal laws/regulations with respect to biological resources is fundamental to success in these positions. Expertise in local wetland, botanical, or wildlife resources and familiarity with local survey and reporting requirements is also necessary.

You will be responsible for preparing technical reports and other deliverables including constraints analyses, vegetation mapping, general wildlife or botanical surveys, focused species survey reports, federally and state-listed sensitive species survey reports, and biological resources technical reports and/or a variety of other environmental documents in accordance with CEQA/NEPA. The successful applicant may also be responsible for preparing waters and wetlands delineations, permit applications, and coordination with resource agencies in support of Clean Water Act 404 and 401 applications and Streambed Alteration Agreements. Knowledge of waters permitting and CEQA/NEPA compliance is preferred.

In a typical day you will individually and/or as part of a team perform the following types of tasks:

  • Research, assembly, and synthesis of data related to biological issues
  • Drafting, editing, and revising technical reports or assembling report data
  • Coordination with technical staff, administrative staff, GIS staff, word processing staff
  • Attending project, office, and technical group meetings
  • Project management
  • Client contact and agency coordination
  • Drafting, editing, and revising technical sections of proposal materials or researching background information to develop proposal scopes
  • Conducting field work; and supporting staff on other projects or proposals as directed

A Bachelor’s degree in biological resources, botany, ecology, wildlife, or related field is required. USFWS/CDFW permits and MOUs for local species are desired. It is expected that the successful applicant will have 5+ years of professional experience in the Southern California area as well as local project experience (4+ years of experience for a mid-level biologist, and 10+ years of experience for a senior biologist). Applicable advanced degrees and/or USFWS/CDFW permits and MOUs may substitute for years of experience. Strong writing and technical skills will be necessary. Ability to travel between worksites and conduct strenuous field work in inclement weather on steep terrain is also a requirement.

Qualified candidates are asked to submit their resume with salary requirements.  RECON offers a generous compensation and benefits package including PTO and Sick Leave, medical & dental, life insurance, long-term disability, long-term care, FSA, 401(k) profit sharing plan, and employee stock ownership.
